Study On The Intervention Of Social Work In Urban Community Governance Under The Model Of "San She Lian Dong"

The transformation of social structure and the stratification of social classes is increasing nowadays.As a result,we have transformed from society of acquaintances to society of strangers,from traditional communities to modern communities.What is more,most of the social members used to be belonged to units,but now belongs to communities.In the process of urbanization,the social structure of urban communities,the organizational structure of community space and the way of spatial agglomeration of urban residents are changing quietly,so contradictions and problems emerges in every field.However,the traditional methods are not suitable for the current community management,which has brought great challenges to the social management in China.The linkage of Community,Social Organizations and Social Work is a new approach of community management in the background,which aims to coordinate and interact each other to figure out new methods to develop the quality of community work.Taicang,Jiangsu Province,is one of the cities which implement this mode to innovate community management.The implementation of the linkage of Community,Social Organizations and Social Work in the city is based on the "Lin Li Jia Yuan—The Socialization of Community Services" project.The practice of this mode has alleviated the dilemma of community management to some extent,but the problems are obvious too.In this study,the community C was selected as the research sample,and the research was carried out based on the relevant data obtained from the survey.The research focuses on the talent,organizations and practice of social work in community governance,and strengthens the multi-dimensional research on the interactive content of community,social organizations,social workers and community residents.This research also aims to understand the relationships among community,social organizations,social workers,and find out the intervention of social work into community management,which may enrich social work practice in community management on one hand,and provide specific support the case study of social work theories on the other hand.The author found that social work could intervene community management in many aspects based on survey.For instance,the investigation of community problems,needs and resources,the services of individual social work and group social work,the cultivation of social organizations and so on.But there are also many problems which restrict the effects of community management in practice,such as the intervention of administrative power,the struggle to authorities,low capacity of social organizations,low abilities of community workers,low participation of residents.Then exploring new methods of community management is of great significance.The practice of Taicang provides an effective method to the researchers.Further research needs to aim at regulating the system of management,setting up the evaluation system of the effects of management,developing social work professionals and social organizations,improving community residents' recognition of social workers in the participation of community activities,and optimizing the mode of "San She Lian Dong".In conclusion,social work intervention in community governance is an important trend with the linkage of Community,Social Organizations and Social Work.The approaches of intervention still need to be explored.
