A Practical Study On The Participation Of Social Work Organizations In Social Governance In Gansu Province

The Third Plenary Session of the 18 th CPC Central Committee adopted the "Decision of the Central Committee of the CPC on Comprehensively Deepening the Reform of Certain Major Issues" and made a strategic plan for an innovative social governance system.Since then,social governance as a governance concept and academic concept has received extensive attention from government and academia.Innovation social governance requires the participation and involvement of social work,and social work and social governance have a high degree of consistency in terms of value concept,achievement of goals,improvement methods,and role space.The exploration of social work's participation in social governance practices and experiences will help to better exert the professional efficiency of social work in meeting the people's needs for a better life,preventing social risks,and maintaining social stability.This article adopts the method of qualitative research,takes three representative social institutions in Gansu Province as the research object,and conducts in-depth interviews with agency staff to obtain first-hand information.Through the Internet and literature,it collected the work content of other social organizations in Gansu Province and the policies and regulations related to social work promulgated by the Gansu Provincial Government.Through the analysis and analysis of the data,we have learned and studied the specific practices of social work participation in social governance in Gansu Province.The study finds that the Gansu Provincial Government has determined a series of policy basis for social work to participate in social governance through system design;Gansu Province's social work agencies are actively involved in assisting the disadvantaged by various means such as government purchase of services,three-society linkages,and capacity building.The actions of groups,poverty alleviation,and integration of community resources have effectively promoted the innovative development of local social governance.However,there are inevitably many problems in the process of social work participation in social governance.For example,there are differences in the specific implementation of institutional design and policies;evaluation indicators are divorced from reality,and social workers are encouraged to participate in the enthusiasm;the enthusiasm of the public to participate in social governance is not high,the scope of participation is limited;and the ability of social work to participate in social governance is insufficient.This paper attempts to propose countermeasures and suggestions for the improvement of social work participation in social governance in Gansu Province,and urges the development of social work with Chinese characteristics from the aspects of improving institutional guarantees,optimizing assessment programs,optimizing social environment,and strengthening capacity building.It contributes to the development of social governance and the professional development of social work.
