Since the 70 th anniversary of reform and opening up,China has promulgated a series of decision-making measures that attach importance to talent training and development,and encourage and promote scientific and technological talents to become an important force in economic construction.In this context,China's overall economy has been booming,but at the same time,the regional economic growth rate is different,and the regional economic development differences still exist.As 70% of Chinese women have labor participation rate,they play an important role in the historical process of China's social and economic development.More and more attention has been paid to women's human capital,and women's education has been greatly improved.However,statistical data show that there is a certain gap in the education level of women in different regions of China,and the distribution of women's education human capital is not equal.According to the above background,based on human capital theory and economic growth theory,this paper uses variable coefficient model and variable intercept model to empirically analyze the impact of the level and distribution inequality of women's education human capital on regional economic growth based on provincial panel data,and to test whether there is regional difference effect on the role of economic growth.This paper has two research significance: on the one hand,in order to improve the level of women's education in China,improve women's social status,break the gender discrimination in education and labor market,put forward policy suggestions,and call on the government and families to pay attention to the investment of women's education human capital,especially the women groups in the rural areas of the central and western regions,so as to promote women's personal value and social and economic value Realization.On the other hand,it plays an important role in policy reference to narrow the regional economic gap and realize the equal distribution of women's education human capital between regions and within regions,so as to realize the balanced growth of regional economy.First of all,this paper expounds the theoretical basis,including human capital theory and economic growth theory.Then it defines the specific concepts of the level of women's education human capital and the unequal distribution of women's education human capital,selects the most appropriate measurement indicators,and briefly analyzes the mechanism of how the two affect economic growth,and combs the literature on the level of women's education human capital,the unequal distribution and economic growth,so as to understand the progress and shortcomings of current relevant research In order to pave the way for this study.Secondly,the paper makes a comparative analysis on the level of women's education human capital and the inequality of education human capital between regions and provinces.The results show that the level of women's education and the level of education equity in China have been significantly improved from 2001 to 2016,which is reflected in the general increase of average years of education for women in various regions and the general decrease of education Gini coefficient,But there are still differences,and there is no change in 16 years.The average years of education for women in the eastern region is far higher than that in the central and western regions,showing a trend of high in the East and low in the West;the Gini coefficient of women education in the central and Western Regions is far higher than that in the East,showing a trend of low in the East and high in the west,and the gap mainly comes from the eastern cities and rural areas in the central and western regions.Finally,based on the panel data of women's education years and Gini coefficient in 31 provinces and cities in China from 2001 to 2016,this paper empirically analyzes the impact of the level and distribution inequality of women's education human capital on regional economic growth through the variable coefficient model,and tests whether there is regional difference effect on the role of economic growth? Based on this,the paper puts forward some policy suggestions.The empirical results show that: the level of women's educational human capital is positively correlated with the regional economic growth,which has a significant positive impact;the unequal distribution of women's educational human capital is negatively correlated with the regional economic growth,which has a significant negative impact.The effect of the two on economic growth does have regional difference effect,and the difference between the horizontal regions: compared with the central and western regions,the level of women's educational human capital has a greater role in promoting economic growth in the eastern region,and the unequal distribution of women's educational human capital has a greater inhibition on economic growth in the eastern region.(2)Vertical regional internal differences: statistically,the impact of the level and distribution of women's educational human capital on economic growth is only significant in some provinces and cities,and not in others.Looking at all regions as a whole,compared with the average years of education for women,the change of Gini coefficient of women's education,that is,the inequality of human capital distribution,will cause greater changes in the regional economy,which shows that the current economic gap between the eastern and central western regions of China is mainly due to the inequality of human capital distribution for women's education,which seriously hinders the balanced growth of regional economy.In a word,the contribution of women's education human capital to regional economic growth needs to be improved,and women's education level is still relatively low.Based on this,this paper puts forward four policy suggestions: increasing government and family investment in women's education,improving the unequal distribution of women's education human capital,establishing and improving women's talent mechanism and supporting policies for employment and entrepreneurship,so as to improve women's education The education level,especially the education level of women in the rural areas of the central and western regions,should be strengthened to improve the unequal distribution of women's education human capital,so as to achieve the balanced and coordinated growth of regional economy.
