The connotation of human capital is very rich.It can be divided into four categories: education human capital,empirical capital,healthy human capital,migration and mobile human capital.Educational human capital refers to the capital that workers obtain through formal education and is at the core of the type of human capital.In recent years,as China's economy has entered a new normal,the economy has shifted from high-speed growth to medium-high-speed growth,from factor-driven and investment-driven to innovation-driven.Under such circumstances that emphasize high-quality development,education human capital has developed for regional economy.The impact is more and more prominent.Therefore,it is of great practical significance to analyze the current status of educational human capital in various regions of China and to examine the impact of educational human capital on regional economic growth.The theoretical combing part defines the educational human capital studied in this paper,and combs the development of human capital theory and the concept of human capital in economic growth theory.The substitution parameters of the average years of education for the education human capital were introduced,and the evolution of education human capital in each region was analyzed.Through the comparative analysis of 31 provinces,the provinces with weak education human capital in each region were found.It is found that the overall human capital of education in China shows an upward trend.At present,the average number of years of education of employees in China is ranked as: eastern region,western region,central region.The mechanism of the impact of educational human capital on economic growth was discussed.In addition to the role of early education investment in the economy,the mechanism of the impact of education human capital on economic growth also includes direct and indirect effects.The direct effect of educational human capital on economic growth is mainly the effect of labor output.It is the role of labor with educational human capital to participate in production and increase output with higher labor productivity.The indirect effects of educational human capital on economic growth include the technological advancement induced by intensive education human capital,the matching industrial upgrading path,and the positive external spillover.In this paper,the Cobb-Douglas production function,which introduces the educational human capital index,uses the panel data of 1990-2016 from 31 provinces to directly influence the stock of education human capital and the indirectness of the level of education human capital.The impact of the impact on the promotion of economic growth has been empirically analyzed.It is found that the indirect effect of the educational human capital on the promotion of economic growth in various regions of China is stronger than the direct effect of the labor output effect.The indirect role of education human capital in promoting economic growth has gradually increased with the strength of regional economic development.Comparing the comprehensive impact of education human capital on the economy in different regions,it is found that the education human capital in the eastern region has a prominent role in the economy.This shows that the more developed the economy,the more important the education human capital is to economic development.Through the analysis of the gray correlation degree between the number of labor-level laborers in each province and the actual GDP of the region,it is found that the labor force with a high degree of correlation between the eastern region and economic growth is a specialist,undergraduate,master's degree or above,and the middle and western regions are High school,junior college,undergraduate workforce.It can be seen that the higher the degree of economic development,the higher the requirement for labor education.In summary,based on the research results of this paper,put forward policy recommendations.First,all localities should continue to increase investment in education at all levels and improve the education and training system.Second,regular cross-regional talent exchanges and industry promotion activities should be carried out to enhance the positive externalities of education human capital.Third,all localities should make full use of recruiting talents.Policies,upgrade and optimize the talent structure as needed;Fourth,guarantee the life and work of talents,and give full play to the role of education human capital in promoting the economy.
