As a part of the social equity, equity of the compulsory education in the rural areas has been a vital component for building the harmonious society. This study mainly aims at the educational policies in the rural areas. In this thesis, methods such as the experience applying analyses, history analyses and comparative analyses are used to explain the current educational equity situation in the rural areas in order to work out a better solution to this problem. According to the study purpose, the thesis tries to make the following four parts clear: the relationship between the educational policies and the educational equity, the inequitable compulsory education phenomenon in the rural areas nowadays, the educational policy factors that make the current compulsory inequitable in the rural areas and how to complete the policy measures in order to get rid of the inequitable compulsory educational phenomenon .At last the thesis makes a discussion on how to realize the equitable compulsory education in the rural areas ,which is based on the macroscopic view and microcosmic angle . The two basic educational values, equity and efficiency, have been made a through comparison in this thesis .Then a clear conclusion is commonly realized. The educational policies, which reflect the nature of our political life and show the care about people's realistic demand, are active measures to realize the equitable compulsory education in the rural areas. In fact, the causes of inequity of education don't result from the educators, learners or the natural resources, but the lack of related education laws, educational policies and regulatory system. In conclusion, this thesis provides a thorough analysis on the basic connotation and values of the compulsory education, making it clear that the equity is the most important content when educational policy is made .After a close look at the current equity phenomenon, and the causes of the inequitable compulsory education in the rural areas, some reasonable policy suggestions are made in the end .
