India has faced tough challenges in promoting education equity and improving education quality for a long time.Opposing discrimination,paying more attention to protect the right to education of children who are excluded from the formal education system,and helping the children who are out of school return to campus are all particularly important to promote education equity.As an innovative alternative of formal primary education,non-formal primary education and its related policies are of great significance and value to popularize primary compulsory education and break the intergenerational cycle of illiteracy in India.Through the literature research method,comparative research method and historical research method,a comparatively systematic study is made on the formulation and implementation of Indian non-formal primary education policy.Through the literature research method,the main content and implementation of non-formal primary education policies are analyzed in detail,especially the implementation of policies is the key and difficult section of the research.In addition,the historical research method is used to sort out the historical evolution trend and status quo of non-formal primary education,and to summarize the regular content of the background and reasons for making non-formal primary education policy.Finally,a comparative study,about formal education and non-formal education and the content and implementation of different policies,helps to extract the characteristics of non-formal primary education that are different from formal primary education.By using the international research perspective that contains potential comparison and analysis,some issues which are raised are worth thinking about.Study has shown that Indian non-formal primary education and policies are carried out in a more complex domestic and international context.Non-formal primary education is an alternative program to help out-of-school children who are excluded from formal education.It is an important measure for the reform and development of basic education in India.The essence of non-formal primary education policy is to distribute the benefits of primary education through policy means to meet the educational needs of disadvantaged groups and marginalized groups.In the formulation and implementation of relevant legal documents and policies,despite many problems and factors,the overall results are significant,which has strongly promoted the development of primary compulsory education in India.Especially,girls,child laborers,scheduled castes and scheduled tribes have got more opportunities to study,which is very helpful.Children and special groups such as child labor have played a useful role in accessing education.In addition,non-governmental organizations,voluntary agencies and communities have played an important role in the implementation of non-formal primary education and policies besides government.In general,some issues should be paid more attention to.Firstly,pay more attention to the issue of children's right to education of disadvantaged groups with few education opportunities and children who have no guarantees in residential areas,and the implementation of education policies needs to be child-centered.Secondly,attach importance to the quality of education at the primary education stage.Thirdly,education system is a whole system,and education is closely related to the entire economic society.It is about the responsibilities and obligations of the development of individuals,families,communities,and other sectors.The fourth is to transform the role of relevant educators,integrate and update various educational resources through the innovation plans.The fifth is to involve the communities in educational activities and strengthen international exchanges and cooperation so that education becomes a global common action.The sixth is to develop practical and efficient education management system and legal guarantee system.
