Indian women are a vulnerable group in social life.Due to traditional culture, caste system and religious concepts, their social status is low and they have no chance to study. After India's independence, the government advocated equality between men and women, and women began to have access to basic education. The article is divided into seven parts: The first part introduces the background, purpose and significance of the topic, then analyzes the research status at home and abroad in detail, and summarizes the paper through four analysis methods, and proposes existing research deficiencies and innovations. The second part introduces the origin, connotation and characteristics of basic education, educational equity and feminism. The third part is the development process of gender equality policy in India's basic education. It also describes the content of the gender equality policy in India's basic education and elaborates on the concept of three policies. The fourth part is to understand the development of the gender equality policy in India's basic education.Through detailed data and charts,it analyzes the development and implementation effects of the three policies, especially the impact on women's education. For example, the policy has benefited the vulnerable groups, increased their educational opportunities and improved the quality of education in India as a whole. The women's equal education program has awakened Indian women's subjective consciousness and provided them with opportunities for education and employment. The universal primary education program has led to a sustained increase in the enrolment rate of girls and a drop-out rate.In particular,it has increased the enrolment rate of girls from vulnerable groups, provided Indian students with good access to education and improved their social status. The fifth and sixth parts are the problems and shortcomings in the implementation of the three policies. For example, the reservation policy has system defects and imperfection, the inclusive openness of the equal education plan for women conflicts with the narrow caste system, and does not really involve the development of education in the falling area. The universal primary education plan does not balance the education development between the developing states, which only improves the enrolment rate of the primary school, but ignores the enrolment rate and drop-out rate of the senior primary and junior secondary schools, and then makes suggestions on the development of Indian education, and combined with the national conditions of India to put forward some suggestions on the development of education. The seventh part is the conclusion. The article uses the methods of documentary analysis, comparative research, policy analysis and statistical analysis to study the exchange and cooperation between China and India. It is a necessary measure to realize "the belt and road initiative".It is conducive to understanding the education situation in India, enriching the theoretical research on equal education for women in India, and promoting the social status of women in India.
