In the report of the 19 th National Congress of the Communist Party of China.President Xi clearly pointed out that priority should be given to the development of education.He believed that a strong education country is the basic project of the great rejuvenation of the Chinese nation.Education.Provinces and cities also pay more attention to the development of education,and actively increase the scale of financial education expenditures.However,while the rapid development of education,China's public education expenditures still have problems with unreasonable regional allocation and uneven development of education.To solve the problem of unbalanced education,it is necessary to fully understand the current situation of unbalanced education expenditures in China and find the causes of unbalanced education.Eventually,education reform can be promoted according to the actual situation,thereby realizing China's education modernization.First of all,this article expounds the importance of China's education and domestic and foreign research results.Education is the cornerstone of national rejuvenation and social progress,and an important driving force for social and economic development.There are many research results at home and abroad,covering the connotation,current situation,degree and causes of education imbalance.However,most scholars only focus on a certain area or only conduct theoretical analysis,and there are few empirical studies,and the research indicators are mainly teacher-student ratio,school space per student,educational equipment,etc.There are few studies on public education expenditure.Based on this,this paper systematically studies the balance of public education expenditure in 31 provinces and cities in China and its influencing factors.Secondly,this article analyzes the imbalance of public education expenditure in China.From the perspective of per capita education expenditure,the per capita education expenditure in the eastern and western regions is higher than that in the central region;from the perspective of the growth rate of educational expenditure,the average annual growth rate of educational expenditure in the western region is higher than that in the central region,and the central region is higher than that in the eastern region Regions indicate that the focus of China 's education expenditure is gradually shifting to the central and western regions,and the gap between the three regions is narrowing;from the perspective of the education Gini coefficient,the education Gini coefficient is highest in the eastern developed regions,followed by the western region,and education in the central region The Gini coefficient is the lowest,and the disequilibrium among the three regions is gradually decreasing;from the perspective of the ER index,EGR index and LU index,all three have a general downward trend from 2005 to 2018,and the polarization effect of China's education expenditure is weakening.Thirdly,based on the relevant data in the eastern,central and western regions,this paper chooses a fixed-effect model for regression analysis.The results show that the increase in per capita GDP,the proportion of the tertiary industry and the wages of education employees will exacerbate the imbalance of education,and the number of Internet broadband access The proportion of residents' average wages and education expenditure will alleviate the imbalance of education.Finally,this article puts forward targeted suggestions for the problems faced by various regions and the factors affecting the imbalance.He believes that the Chinese government should continue to increase financial support and increase fiscal expenditures in the central and western regions;accelerate the process of education informatization and achieve the sharing of high-quality resources;establish a sound monitoring and evaluation mechanism for balanced development of education,and timely assess the degree of regional imbalance in education,Realize real-time control.
