| Physical education is an important part of our social life,and it is also an important force to build a well-off society in an all-round way.The development of sports industry is inseparable from the expenditure guarantee of public finance.The regional inequality of expenditure will become an important factor for the unbalanced development of sports industry in China.In recent years,the State Sports General Administration attaches great importance to the coordinated development of regional sports in our country,May 2016 release of "sports development plan","13th Five-Year" pointed out the need to promote regional sports development,promote the benign interaction between sports resources sharing and system docking,complementary regional elements etc..It has pointed out the direction for the coordinated development of regional sports in China.However,due to the inherent differences in the level of economic development between regions in China,there are regional differences in the public financial expenditure of sports cause.In view of China’s current research is continuous and reference data support is relatively scarce,and the sport of our country public finance expenditure data of the existing research in the timeliness is limited,it is difficult to provide theoretical guidance for the rational and scientific of the coordinated development of China’s sports area.The methods of literature,statistical analysis,comparative analysis and quantitative and qualitative analysis are used in this paper.In fact the existing regional sports development in China is not balanced on the analysis of the current situation of sports public expenditure and the overall regional development,and on this basis,using GDP and population weights,using the method of Theil index,combined with China’s 2008～2016"Sports Industry Statistical Yearbook" data,comprehensive analysis the gap of China’s sports undertaking public expenditure between and within regions.The aim is to provide a reference for promoting the coordinated and balanced development of regional sports in China and "accurate sports poverty alleviation".The conclusions are as follows:1.The overall scale of public finance investment in China’s sports industry has been expanding,and the relative scale is not rising.The capital investment of the sports power construction is insufficient,and the proportion of GDP is low.For the cultural undertakings,the government financial funds have a lack of support for the development of sports.2.The ratio of public expenditure to local sports development in China’s sports industry is 90%,and the proportion for sports development at the central level is only 10%.Our government attaches importance to the development of local sports.3.There are obvious differences in the development of public financial expenditure in the area of physical education.It shows the characteristics of "low East High School",and the phenomenon of "central collapse" is obvious.4.There are obvious differences in the provincial development of public finance expenditure in sports industry.Regardless of the total amount or per capita,the public finance expenditure of the sports undertakings in the provinces is more discrete.5.The regional gap is an important factor that leads to the overall difference.The analysis results from the Theil index,whether it is weighted by population or by GDP as the weight difference of sports public expenditure is composed of internal and regional differences and inter regional differences,the differences within the region is the main source of difference. |
