In 2018,Premier Li Keqiang pointed out at the National Education Conference that in order to fully implement the education priority development strategy,the government should give priority to ensuring education in fiscal investment,adhere to education equity,and promote balanced development of education at the regional and various levels.The“13th Five-Year Plan" clearly stated that Beijing-Tianjin-Hebei should steadily improve the level of basic public education services by 2020,achieve complementary educational advantages,and improve the overall level of education modernization in the Beijing-Tianj in-Hebei region.However,at present,there is a problem of regional imbalance and structural resource mismatch in public education expenditures at all levels in Beijing,Tianjin and Hebei,which seriously hinders the realization of this goal and needs to be resolved urgently.In view of this,this paper takes public education expenditure as the research object,and divides public education expenditure into three categories:primary public education expenditure(primary and junior high school),middle public education expenditure(high school,secondary vocational school)and higher public education expenditure.One of the three main functions is to reduce the regional income gap as the optimization direction.The combination of theoretical analysis and empirical analysis is based on a comparative study of the scale and structure of public education expenditures at all levels in Beijing,Tianjin and Hebei.The structure is irrational,the distribution of public education expenditures at all levels does not match the skewness of product fairness;the scale of public education expenditure is insufficient,the gap between the scale of public education expenditures between regions does not match the goal of promoting education equity;the allocation of public education expenditure resources is unbalanced It does not match the economic development level of Beijing-Tianj in-Hebei.The panel data model was established.The 2003-2017 regional income gap Theil index was used as the dependent variable.The primary,secondary and higher public education expenditures were used as independent variables.The economic development level,the level of opening to the outside world and the level of urbanization were used as control variables.The empirical results showed that:Increasing primary,secondary and higher public education expenditures is conducive to narrowing the regional income gap to the Taier index.At the same time,the degree of negative correlation is different,the promotion is not the same,and the increase in primary public education expenditure is narrowing the regional income gap.The effect of the index is most significant.The paper puts forward the policy recommendations for improving public education expenditure in Beijing-Tianjin-Hebei region:multi-channel broadening public education expenditure funds,increasing public education expenditure scale,strengthening public education fund management level;rationally allocating public education expenditure structure at all levels,and consolidating primary education public education Expenditure,strengthen the public education expenditure of secondary education,accelerate the reform of the investment system of higher education;establish a scientific and effective public education expenditure transfer payment system,adjust the allocation of public education expenditure,and promote the balanced development of education in the Beijing-Tianjin-Hebei region.
