Protecting the treatment of rural teachers according to law is an important measure to build a contingent of rural teachers who can go,stay and teach well.However,the implementation of the policy on the treatment of rural teachers fails to effectively enhance the stability of the rural teaching team and guide the reverse flow of rural teachers,which is far from the expected goal of the policy.Therefore,it is necessary to conduct a comprehensive and systematic review on the implementation of the policy on the treatment of rural teachers.With Q county in anhui province as the research object of this study,comprehensive literature research,questionnaire investigation,interviews and other research methods,with rural teachers,rural school principals and county bureau of education staff as investigation object,on the theoretical analysis framework of the adjusted model.Smith,from policy design rationality,executives,executive body,the target group,five elements,the execution environment for county rural teacher treatment policy implementation system in-depth research.The research found that: Q county rural teachers pay policy implementation objectives achieved in a general way,with an average of2.96.Among them,the implementation degree of policy measures is fair,with an average of 2.81;The perception degree of execution effect is low,with an average of 3.10.Then the author carried out an in-depth study on the implementation of the policy on the treatment of rural teachers in Q county,and found that there were some problems in the implementation,such as the imbalance between the supply and demand of the policy design,the profit of the executive staff,the weak division of the executive agencies,the negative response of the target group,and the external constraints of the execution environment.The main reasons for the above problems are the low degree ofscience and democracy in the policy design process,the high degree of responsibility awareness and supervision of the executive staff,the low maturity of the operating mechanism of the executive agency,the insufficient driving force to improve the ability of the target group,and the weak system support of the execution environment.Finally based on Q county rural teacher treatment policy implementation reasons put forward to strengthen the scientific and democratic treatment policy design,promote the policy design of supply and demand balance,clear the role of policy executive mission,set up correct responsibility faith,establishing and perfecting the running mechanism of the actuator,ensure good operation actuator,shape the rural teachers' positive career cognitive,strengthening the consciousness of rural teachers' professional development,optimize the overall integration policy execution environment,ensure good effects of policy implementation,and so on five aspects of countermeasures and Suggestions.
