Efforts to improve teachers' political status,social status,and professional status are important guarantees to promote my country's education modernization.Based on relevant statistical data,this paper uses relative differences coefficients and regression analysis methods to study the inter-provincial differences in per capita salary and welfare expenditures of ordinary primary school teachers from multiple dimensions,revealing the actual situation of inter-provincial differences in per capita salary and welfare expenditures of teachers.Proposed corresponding countermeasures and suggestions.The study found that the total expenditure on general primary education in the country increased year by year from 2007 to 2017,from 292.9 billion in 2007 to 974.4billion in 2017,an increase of nearly 2 times,of which wage and welfare expenditure increased from 163.229 billion in 2007 to 5030.73 in 2017.an increase of 2.08 times;per capita wage and welfare expenditures increased from 25410.51 yuan to 86202.52 yuan,an increase of 2.3 times.The average Gini coefficient of the inter-provincial difference between ordinary primary school teachers' wages and benefits is 0.3,which is more equal;the Gini coefficient of per capita teacher's salary and welfare expenditures has increased since 2015,but the inter-provincial difference is not large,and the Gini coefficient fluctuates between 0.31-0.32.In the 11 years from 2007 to2017,the inter-provincial Gini coefficient of per capita teacher wages and benefits was higher than the inter-provincial difference coefficient of total expenditure on wages and benefits for 9 years,indicating that the inter-provincial difference in per capita teacher wages and benefits is relatively larger.In 2008-2013,the per capita wage and welfare expenditure concentration index of ordinary elementary school teachers CR4 and CR8 were declining year by year.The CR4 index decreased from20.3% in 2008 to 16% in 2014;the CR8 index decreased from 37.6% in 2008 to 34.2in 2013 %,Indicating that the gap between teachers'wages and benefits in China's provinces has been shrinking;since 2015,the two concentration indices have increased,and the CR8 index has fluctuated more than CR4.The development trend of the VR8 static imbalance index is similar to the concentration index,which dropped from 45.9% in 2007 to 42.1% in 2013.The three spatial difference indexes indicate that the gap between per capita teachers' wages and benefits in my country's provinces has decreased year by year from 2008 to 2012.However,since 2015,theinter-provincial variance indicators indicate that the inter-provincial differences in per capita teacher's wages and benefits have increased.The results of multiple regression empirical analysis show that GDP per capita has no significant effect on per capita teacher salary and welfare expenditure.The number of ordinary primary school students,per capita disposable income and per capita financial expenditure are significantly positively correlated with per capita teacher salary and welfare expenditure.The research suggests that all provinces and municipalities expand the total amount of education expenditures and increase teachers wages and welfare expenditures;optimize the structure of education expenditures and scientifically plan education expenditures;coordinate the balanced development of education and narrow the gap in per capita salary and welfare expenditures among ordinary primary school teachers between provinces;Comprehensively considering various influencing factors of per capita teacher salary and welfare expenditure,a reasonable education expenditure expenditure plan was formulated according to the actual situation of each province and city.
