Research Community Participation In Community Correction

Since the implementation of community corrections in China in 2003,community corrections have gradually become an important means of punishment different from imprisonment under the concept of restorative justice.Community corrections place inmates in communities that are open relative to prisons for corrections and recovery,avoiding the disadvantages of social disintegration caused by corrections in prison.The ultimate goal of community correction is to facilitate the community correction staff to smoothly restore social functions and reintegrate into society.To achieve this goal,it is not enough to rely on the strength of the judicial administrative agency to supervise and correct the correctional personnel.It is necessary to fully mobilize various forces in the community field to participate in the correction and recovery of criminals,and to promote the participation of diverse subjects in the community field.The transition from “correction in the community”to “ correction by the community ”.Community participation is the premise and foundation of community correction,and it is also an important aspect of the functioning of the community.In March 2018,the Longwan District Judicial Bureau relied on the "community correction three-entry" carrier,that is,the work model of community correction into the comprehensive governance grid,community(village),and community cultural auditorium was officially included in the Zhejiang Province community correction reform pilot.,the development of community participation has gradually received attention.This article takes Z Village(Residence)in H District,Longwan District,Wenzhou City as the research object,and uses restorative justice theory and field theory as the perspective.It comprehensively uses research methods such as literature method,participatory observation method,and interview method.The specific situation of community correction was investigated and analyzed.The study found that the community participation in the correction of Z village community has the problems of incomplete laws and regulations,incomplete participation mechanism,weak participation subject,lack of professionalism,lack of systematic object content,and no long-term participation mechanism.Aiming at these problems,corresponding suggestions are put forward in terms of improving laws and regulations,participatingin the construction of mechanisms,participating in the design of objects,and building community correction teams.
