The Practical Exploration Of Social Work Intervention In Urban Community Civilized Pet-Keeping

With the continuous improvement of people's living standards,pet keeping has become more and more fashionable in cities.All kinds of pet,especially dogs,keep an explosion of growth.Pet injury,noise nuisance,stray animals,pet excretion of pollution and other pet problems followed,which result in a great problems of public safety and public health.The status quo of pet keeping is not optimistic due to the behaviors from non-standard and uncivilized pet keeping.Therefore,these troubles caused by pet had been paid great attention in the world.Nowadays,it is a common practice to control pet problems through pet management system in most countries,while local governments in China usually regulate pet management through local management regulations.Compared with the foreign pet management,the current system in our country limitedly avoid some uncivilized pet keeping behaviors and reduces some pet related problems.However,it is still existing many shortcomings,mainly including the lack of effective laws and policies,lack of enforcement,confusion of the competent departments,low participation of social forces,which seriously impact the realization of the management goal of civilized pet keeping with low problems or no problems.Under the background,the innovation of pet management way has become an important issue to improve Chinese pet management system and improve the level of social governance.Pet management reflects the "density" of social governance and the "precision" of governance ability.Therefore,it is a worthy topic for deep study to construct a new idea of pet management in line with Chinese national conditions and promote the development of civilized pet keeping in urban communities through using professional social work methods.Based on the the animal welfare theory,multi-center governance theory and social support theory,questionnaire survey method,participant observation method and semistructured interview method were employed in this study to analyze the current situation and main problems of pet governance in community D in Wuhan.Subsequently,we analyzed the main problems and reasons of pet keeping in D community.Because the lack of pet management system in the community,the lack of effective management and the education lack of pet keeping,the development of social organization lagging and the lack of pet resources in the community,which had seriously affected the harmony and stability of D community.By using the professional methods of group work and community work,the author provided services for D community's residents,which met the demand of D community civilized pet keeping,and solved the pet keeping problems from many aspects.Then,we reflected on the development of practice,summarized the achievement and the difficulty we faced.Finally,the author believes that guide the Community to build a pet management system,the implementation of pet autonomy,set up a community information service platform,integrate community resources,and realize the three-society linkage,strengthen publicity and education,and cultivate the civilized pet-raising consciousness of the residents in the community,all play a vital role in the construction of "civilized pet-keeping and harmonious community".
