Since the 1970 s,school improvement has been accompanied by educational reform around the world.School improvement is an important way to improve the adaptability of schools and a powerful means to guarantee the quality of education.In recent years,the government of Victoria,Australia,released a series of school improvement projects according to the changing situation,and achieved some positive results after the implementation.With the development of National Assessment for Education Quality in China,the problems of schools have gradually emerged,such as large regional differences and large differences between schools.Therefore,school improvement has gradually become a research topic in China.Based on effective practices of school improvement in Victoria,this study aims to explore the content and practice cases of the school improvement project in Victoria(hereinafter referred to as "FISO").Through literature research,the main structure of the school improvement project in Victoria was sorted out,and the implementation objectives,implementation process and implementation effect of the school improvement project in primary and secondary schools were studied through cases.At the same time,combining with the current situation and dilemma of school improvement in China,this paper tries to provide some references for school improvement in China through comparative study.The basic question of this paper is: How does Victoria state uses school improvement programs to improve the quality of education?This basic problem includes the following subsets of problems:1.What are the relevant theories of the school improvement project in Victoria?2.What should be done to improve schools in Victoria?3.How to carry out the school improvement programs in Victoria?4.What is the effect of the school improvement programs on schools in Victoria?5.What are the implications of the school improvement project in Victoria?The research contents of this paper include the following six parts:The introduction chapter discusses the origin and significance of this research.Meanwhile,based on the framework of the school improvement project in Victoria and the domestic and foreign research related to school improvement,the research content,research ideas,research problems and research methods of this paper are put forward.In the first chapter,the key concepts of this study are defined,and then the Total Quality Management and Systems Theory related to school improvement are analyzed.The second chapter describes the framework and main components of the primary education school improvement project in Victoria and explores how these priorities affect school improvement.Chapter three discusses the improvement process of school improvement project in Victoria and analyzes the school improvement process in Victoria through four implementation stages.The fourth chapter takes the primary and secondary schools in Victoria as the regional study case,and specifically analyzes the school improvement practice method and its process and results.The fifth chapter summarizes the characteristics and experience of the practice of school improvement project in Victoria,and then provides enlightenment for the improvement of basic education schools in China from the aspects of focusing on the improvement of happiness,improving the evidence collection and analysis mechanism,and relieving the pressure of teachers and students to participate.The Victorian school improvement project is based on student achievement,wellbeing and participation;It has the systematicness and interlinked sustainability of multiple aspects.Focus on the contribution of all community members.Considering the actual situation in China,schools should pay attention to students' happiness in school when planning school improvement programs,establish a sound evidence collection,analysis and use mechanism when implementing the improvement plans,and pay attention to the contributions of community members to improve teaching efficiency.
