To construct higher education power, the quality of higher education should come first, as the higher education policy assurance, its importance goes without saying, for making the higher education policy ensure better the healthy development of higher education . This paper forwards with time advance and value change, by analyzing the change of higher education quality policy since the founding of nation, to seek to improve approaches to the quality of higher education policy.After the founding of nation, our policy of higher education quality with the development of society has generally experienced political dominance, economic supremacy, people-oriented of three different stages of development. This paper with the help of principles of policy studies, from the three aspects of policy of the main, policy object, the policy environment, we carried out the research on the quality of higher education policy in China's mainstream values at different stages and based on the premise of its national conditions, referring to the United States, Britain, Japan, Russia, Australia, India, the six countries for higher education policy, parsing out the quality of higher education policy, China's current problems in the following four aspects: 1 .Policy-making of the main is single 2.policy goal orientation disorders 3.lack of democratic mechanisms 4.policy value is not unity, analysising the problem and then proposing policy measures are as follows:First,by improving the quality of policy-makers of the policy,the establishment of effective supervision of the main body of policy, balanced the policy of the main subjects of a single authority and responsibility to overcome the constraints of policy-making; Second, through various means making full use of existing resources of higher education to achieve a relatively equal access to higher education and in accordance with national conditions and development of multi-stage equity criteria in a fair and efficient in seeking to promote the efficiency of equity, efficiency and equity in higher education,benign interaction and dialectic unity to overcome the the narrow concept of rational decision-making, to build a pluralistic concept of quality of higher education, based on the people-oriented compatibility of professional education and quality education to achieve all-round development. To ensure efficiency and fairness of organic co-ordination, the scale and quality has improved steadily, so that quality of higher education policy develop in equity, efficiency, size, quality goals; and third, by breaking the constraints of the policy monopoly on democracy and changeing the policy development thinking, promote policy of the main service awareness, smooth public participation in the multi-way measures to establish democratic institutions of the quality of higher education; and fourth, through the rational limit in political value of the quality of higher education policy, and gradually weakening the value of the policy tools, moderately strengthen the noumenon values of policy to achieve our policy in multi-way co-ordination.
