Research On The Implementation Effect Of Liaoning Provincial Government’s Policy On Developing Private Colleges And Universities

In recent years,the country has gradually accelerated the opening up of social forces to run schools.However,due to the different social development in various regions,the development level of private colleges and universities also has a great gap.At the same time,there is a big gap between the students and other rights and interests of public colleges and universities,and there has been discrimination against private colleges and universities by the public all the time.The teaching quality is poor,the student management is not strict,and the tuition is high The negative impression affects the development of private colleges and universities.After nearly 20 years of development,the scale of Liaoning private colleges and universities has gradually become larger,forming a number of schools with characteristics,which has made great contributions to the development of regional economy in Liaoning Province.As an important part of higher education,the development of private colleges and universities can not be separated from the guidance and support of government policies.In recent years,the government of Liaoning Province has also issued relevant policies on the development of private colleges and universities,providing directional opinions and standardized management for the development of private colleges and universities.Whether the policy objectives can be achieved or not is closely related to whether the policy implementation is in place.In the actual work,it is found that there are many cases in which the policy implementation is not in place.The formulation of policy is to promote the development of private colleges and universities.Whether the implementation effect of the policy reaches the expected goal will directly affect the formulation of policy and the development of schools in the next stage.Based on this study,starting from the implementation effect of policies on private colleges and universities issued by Liaoning Province in the past 15 years,by means of literature search,questionnaire and interview,this paper summarizes the effect of the implementation of existing policies,finds out the problems encountered in the implementation of policies and the causes of the problems,combines the good practices of policy implementation at home and abroad,and puts forward the policies that meet the actual needs of Liaoning Province Make reasonable suggestions for implementation.Through the research,it is found that the existing policies issued by Liaoning Province provide strong support for the development of private colleges and universities.With the continuous development of society,private colleges and universities themselves are also in constant development.In this process,the effect of policy implementation is particularly important.Whether to achieve the expected goal of policy-making and whether to continue to provide support for development are all issues that need to be focused on.There is no timely follow-up and update in the implementation of the existing policies,and there is no policy implementation system that meets the existing needs.In order to the long-term development of private colleges and universities,it is suggested that in the case of improving the supervision system,more targeted policies should be issued to do a good job in policy implementation and supervision,so as to provide a loose development environment for private colleges and universities.At the same time,private colleges and universities should also change their development as soon as possible Concept,improve their own management mechanism,in the government and their mutual coordination,so that private colleges and universities can long-term development.This paper is divided into four parts,the first part is the introduction,which puts forward the research background,research significance,key words definition,research methods and so on,at the same time analyzes the current situation of domestic and foreign research;the second part is the analysis of the current situation of the policy implementation effect of the development of private colleges and universities in Liaoning Province,analyzes the situation of the policy change of the release of private colleges and universities in Liaoning Province and summarizes the current policy effect;the third part is the introduction The third part summarizes the existing problems of policy implementation through questionnaire and interview,and analyzes the influencing factors by using Smith model theory;the fourth part puts forward suggestions on the effect of policy implementation of the development of private colleges and universities in Liaoning Province.
