According to the statistics of the Ministry of Commerce,with the encouragement and support of policies,China 's imports of service trade reached US $ 525.04 billion in 2018,accounting for 66% of the service trade that year.And the growth rate is higher than other major economies in the world.China's service imports have generally maintained a steady upward trend,the scale of and the structure of service imports have been improved.At present,China is in the stage of promoting high-quality economic development.High-quality service imports have an important role in promoting China's supply-side structural reform and economic transformation and upgrading.Human capital is one of the important driving factors for economic development,and the service industry has higher human capital.High-quality human capital investment is an important factor for the expansion of service supply scale and quality improvement.Can human capital of trading partners affect the quality and structure of service imports ? To analysis the relationship between the two will improve the quality of China's service imports and promote the development of service trade.After systematically sorting out the research results,we find that the level of human capital can enhance a country's service export competitiveness through technological innovation capabilities.Next,this paper uses the service import data of China and 23 trading partners from 2010 to 2016 and the Threshold Model,and set the technology capabilities of trading partner countries as threshold variables to examine the impact of its human capital level on China's service imports.The results showed that the human capital of service trade partner countries has a significant "single threshold effect" of technological innovation capability in China's service imports.When the technical level reaches the threshold,the impact will beobviously.Emerging service industry is more affected.In addition,the economic development level,service industry development level,service industry employment status,trade openness,the degree of government intervention in the economy of thetrading partner countries,and China's OFDI to the country will also affect China's service imports to a certain extent.Based on the above analysis,combined with the actual situation,this article puts forward policy suggestions for promoting the further development of China's service import and service trade: expanding the opening of the service market and improving the quality of China's service import;optimizing the structure of service imports,cultivating service opening carriers;"Spillover effect" forces domestic industries to transform and upgrade;actively cultivate human capital and enhance the international competitiveness of China's service industry.
