The Technological Innovation Effect Of Overseas Talent Retur

As the confrontation between globalization and anti-globalization becomes more and more intense,a series of structural changes have occurred in the world study pattern.Unilateralism and protectionism are on the rise in Western countries,and some major study abroad countries in Europe and the United States are tightening their study abroad and immigration policies under the power of anti-globalization right-wing governments,and in this environment,the willingness of overseas Chinese students to return to their home countries is increasing year by year.China is gradually changing from a typical intellectual outflow country to an attractive intellectual return country for overseas intellects.These returning intellectuals,who have received advanced technology and ideas from developed countries,have contributed new ideas and created new inspiration for the development of various industries and fields in China,and promoted the birth of many technological innovations.However,there are few in-depth studies on the return of overseas talents on domestic technological innovation.It is of great practical significance to study the differences in the impact of technological innovation caused by the return of overseas talents in different regions,in order to optimize the level of human resources allocation in China,improve the development policy of returnees,and respond to the national strategy of strengthening the country with talents.The purpose of this paper is to analyze the impact of overseas returnees on technological innovation in China,and further analyze what factors influence the technological innovation effect brought by returnees based on the perspective of regional differences,and on this basis,put forward policy suggestions for the future policy direction of different regions based on regional differentiation research.This paper takes Chinese international students as the research object,firstly,summarizes the main factors of the return of international students based on the theory of human capital flow and population migration,secondly,explores the realization mechanism of the technological innovation effect brought by the return of international students to China,and then,this paper constructs a model to measure the technological innovation level of the return of international students,conducts an empirical test with Chinese international students as the research object,and compares and analyzes the effect of the return of international students on the technological innovation of China in 31 provinces and cities nationwide.Then,we construct a model to measure the technological innovation level of international students returning to China and analyze the impact of international students returning to China on the technological innovation level of China as a whole and in each region.The positive effect of the return of foreign students on technological innovation in their home countries was verified.The results show that the return of international students is an important channel for international technology inflow into China,and it has a significant promotion effect on technological innovation.The higher the number of Chinese students returning to China,the more the accumulated human capital can drive the level of technological innovation;both import trade and actual utilization of foreign investment have significant effects on the level of innovation in China,however,there are differences in the direction of influence and there may be a crowding-out effect.China’s current innovation output still relies mainly on physical capital inputs,and the impact of human capital needs to be further improved.Therefore,on the one hand,China should continue to promote domestic and overseas exchanges and connections,expand the openness of the science and technology innovation field,and create a conducive environment for intellectual mobility.Therefore,on the one hand,China should continue to promote domestic and overseas exchanges and connections,expand the degree of openness in science and technology innovation,create an atmosphere conducive to intellectual mobility,and implement favorable policies to attract the return of intellectual capital so as to reserve intellectual capital for China’s sustainable development.At the same time,it is necessary to create a fair competitive market,a favorable employment and entrepreneurial environment,and provide quality governmental public services for returning intellectuals,so that they can maximize their value.On the other hand,China still needs to continuously explore the way of international talent management,and strive to respect the law of talent growth,but also can timely adjust the relationship between talent supply and demand according to industrial development;participate in promoting the establishment of a global talent governance cooperation mechanism,and form a data-sharing information center to facilitate the promotion of regional talent sharing.
