With the gradual acceleration of the pace of the service economy in our country and the increasing proportion of the knowledge economy, the development model and driving force of China's urbanization are constantly changing. At this stage,if the thinking on the connotation of the development of urbanization in China still stays on the thinking level of “industrialization drive”,then there will inevitably be inaccurate grasp of the driving force of urbanization, unreasonable mechanisms, and puzzling models. This will not be conducive to the construction of a new type of urbanization, and will not be able to effectively solve the "urban disease" problem that has plagued all sectors of society for many years. In order to enable the process of urbanization to progress smoothly, and to dig deeper into the driving force and development model of urbanization in the context of the era of service industry and knowledge economy, this article will study the development of urbanization from the perspectives of new thinking, new heights, new perspectives, and new formats.First of all, this paper introduces the core variable of human capitalbased on the objective facts that China has entered the era of the service industry and the knowledge economy, and theoretically elaborates the transmission mechanism between the concentration of service industry, human capital and urbanization, and put forward two major research hypotheses.Hypothesis 1: The agglomeration of service industries can promote the development of urbanization, but this promotion has a threshold effect that depends on human capital variables.Hypothesis 2:Human capital has a significant role in promoting urbanization, and it will be strengthened with the optimization of the industrial structure.Secondly,in order to verify the two research hypotheses and find out the influencing factors that drive the development of urbanization, this paper uses 2000-2017 historical empirical data from 30 provinces and cities in China to empirically analyze the differences relationship between service industry agglomeration, human capital and urbanization. The study found that:(1)human capital can effectively promote the development of urbanization, but it will not be strengthened with the optimization and upgrading of the industrial structure, which negates the research hypothesis 2;(2)the results of the linear regression model show that the agglomeration of service industries does not promote the development of urbanization, but has a negative inhibitory effect, but there is a nonlinear relationship with urbanization;(3)the results of the non-linear regression model show that the promotion effect of serviceindustry agglomeration on urbanization can be achieved only within a certain level of human capital level, and it has an "inverted U-shape" relationship, which demonstrates the research hypothesis 1;(4)regarding the control variables, whether in the results of the linear regression model or the non-linear regression model, their action directions has not changed, and they have passed the robustness test.Specifically: the level of government intervention and traffic density effectively promoted urbanization, while the level of foreign direct investment and financial development significantly inhibited the development of urbanization. Finally, based on the conclusions,a series of policy recommendations were proposed from the aspects of government, industry, education, finance, foreign investment, and infrastructure construction.
