In the modern world full of "strangers", the tie of traditional moral community is disappearing. Values is becoming diversity. It becomes personal choice, which is more and more difficult to reach consensus. In the1980s, new character education is rising up in the United States, to respond to the weakness of public moral awareness.As the development of modern moral education, it is permeated with the principles and spirits of the dialogue in new character education. Moral consensus is sustained by dialogue. Different key values is proposed by states, districts and schools, based on wide range of opinion polls. Personal character of students is coming into being from dialogue between himself and others, while public character is from social life. The prerequisite for dialogue is to build up a moral community in classroom. In the community, they talk, understand and care about each other. In the community, identity and dependence is established among individuals.Story is still the widely used teaching method in classroom practice. It is a subjective ’narration of life", which is from life, about life and applied to life. Teachers and students have free discussion in an open environment to express their feelings of life and pursuit of values. Democratic values is formed and creative thinking is growing prosperously during discussion.Therefore, new character education is not the revival of traditional moral education, but a combine of modern ethical education "format" and traditional "contents". Essentially, new ethical education is still modern education in its development process.
