In recent years, there have been some fresh changes in the reform of basic historical education worldwide. Some new concepts such as 21 st Century Competencies and Key Competencies have been put in the research perspective of researchers. In this context,In2018 and 2013 respectively China and Australia issued the national history curriculum standards for high school based on "Key Competencies"(namely General Capabilities).Australian national high school history curriculum standards emphasize the integration of "General Capabilities" cultivation and history teaching. In view of the handling of the relationship between historical skills and historical knowledge, the standards put forward the concepts of "returning to the basics" and "historical knowledge and understanding provide the background for the development of specific historical skills".The arrangement of content structure reflects the cultivation requirements of "cross-cultural understanding" in national and cultural identity.Meanwhile,a multi-dimensional,multi-level and multi-dimensional academic evaluation system corresponding to its core concepts has been established. The China's 2017 version of high school history curriculum standards also have their own characteristics, including turning to Key Competencies in the concept of curriculum standards; In the implementation of the curriculum focus on the Key Competencies of the subject to carry out effective teaching; In the design of the content structure, the general history and the special history are combined.Students study the general history first and then the specialized history. At the same time,a mechanism of flexible elective course is established to improve students' learning autonomy; In terms of academic evaluation mechanism,a multi-dimensional and multi-level flexible evaluation system corresponding to "Key Competencies" is constructed. The background of the promulgation of high school history curriculum standards and the similarity of core concepts between the two countries make them comparable to some extent. On this basis, the author hopes to reveal the new ideas and features behind Australia's national high school history curriculum standards through research in this paper,so as to provide some reference and enlightenments for the implementation of China's 2017 version of high school history curriculum standards.
