In today's society,talents have become the main driving force of national competition and development.National development depends on talents,and national rejuvenation depends on talents.As the foundation of national education,compulsory education is the most basic and important part of national talent training.Therefore,to do a good job in the work of compulsory education is not only the basic right of citizens to study and live,but also the internal demand of the country to train talents,develop the society and improve the international competitiveness.We should pay special attention to the compulsory education work,first,to ensure the rational allocation of compulsory education resources,the current compulsory education resource allocation problem in the work is mainly manifested in three aspects: the overall investment insufficiency,the uneven distribution of education resources and low efficiency,the existence of these problems not only affected the healthy growth of youngsters' and children's,and restricted the high quality balanced development of compulsory education in our country.In view of this social situation,this paper will carry out the following analysis:(1)Compulsory education resources mainly include teachers,teaching,teaching material,education funds from four aspects,under the guidance of the four indicators,the specific choice of bachelor teachers accounted,embrace the school building area,embrace books available,China education spending 10 secondary indexes such as to describe the present situation of compulsory education resources allocation in China.By calculating the inter-provincial mean,standard deviation,coefficient of variation,gini coefficient,McLaren index and Verstegen index of each index from 2011 to 2017,the difference and trend of each index were analyzed.The results show that there are regional differences in the allocation of educational resources in China.The gap between the area of gymnasium per student and the asset of teaching equipment per student is the most significant.(2)Through panel data factor analysis,specifically,10 indexes of 31 provinces,autonomous regions,and municipalities from 2011 to 2017 were enlarged on the time axis into 31?7 sample indicators,and classic factor analysis was performed to obtain education resources Three public factors were extracted from the 10 indicators of the allocation status,namely "education funding factor","quality education factor",and "teaching place factor".Then,the three common factors extracted were used to calculate the corresponding factor scores of provinces and cities in the time dimension from 2011 to 2017.The higher the score,the better the performance of the region in the corresponding factors.The comprehensive score of factors was calculated to judge the overall level of the allocation of compulsory education resources in each province.The results show that the performance of each public factor in different provinces is different,and the comprehensive score of factors in all regions of the country is increasing year by year,which indicates that the differences among regions in the allocation of compulsory education resources are different,but the overall level of the allocation of education resources is improving year by year.(3)Through the three common factor scores on the time dimension extracted from the panel factor analysis,the sample indexes with increased time dimension were constructed,and then compared with the classical system clustering method,it was found that the system clustering of Ward method was more in line with the real situation.The results show that the inter-provincial resource allocation level of compulsory education in China from 2011 to 2017 shows an obvious geographical aggregation trend on the one hand,and on the other hand is related to the economic development level of each region.The similarity between the allocation level of compulsory education resources and the similarity of economic development level between regions is consistent to some extent.Finally,by analyzing the intra-class difference and inter-class difference of each category,this paper provides some Suggestions for reducing the inter-provincial difference in the allocation of compulsory education resources and realizing the balanced development of compulsory education.
