On September 19,2018,the Economic Research Institute of the Chinese Academy of Social Sciences and the Social Science Literature Publishing House jointly released the "Economic Blue Book Summer Issue: China Economic Growth Report(2017 ~ 2018)".The Blue Book states that China's economy has shifted from a high-speed growth stage to a high-quality development stage.High-quality development has two manifestations in the industry: on the one hand, the centralization of the manufacturing industry;on the other hand, the government supports the development of service industries by SMEs.This shows that China's economic development has begun to take shape, and the focus of economic growth is shifting to the service industry. However,at the same time, whether from the official data released by the National Bureau of Statistics or the research results of the Institute of Higher Education in recent years, uneven income distribution and widening gaps have become social issues that China urgently needs to solve. This article starts with China 's booming productive services trade in recent years.First,it studies the current situation of wage gaps between skilled and unskilled workers in China, and the development status of productive service trade in China.Based on the analysis of the current situation,it is found that the two may be a connection.Based on previous research results on wages and income gaps, the three types of impact mechanisms on the wage gap between skilled and unskilled workers in China's productive service trade development are summarized at the theoretical level: technological progress, economies of scale, and human capital accumulation. Finally,an empirical analysis using inter-provincial panel data from 31 provinces or autonomous regions in China found that the development of productive service trade had a significant positive impact on the wage gaps in China as a whole,in pilot and non-pilot service trade areas. In the regression analysis by industry,it is found that compared with the modern industry, the traditional industry of productive service trade has a smaller impact on the wage gap.It is found in the regression analysis by industry that China's productive service trade has a greater impact on the wage gap in the secondary industry. In addition, this article also uses the mediation effect model to analyze the impact channels. The results show that China's productive service trade has narrowed the wage gap by promoting industrial development, and has expanded the wage gap by increasing the number of years of education per capita and promoting technological progress. Therefore, this paper believes that in order to promote the optimization of China's industrial structure and minimize the negative impact of the widening wage gap, reasonable measures should be taken to adjust the industrial structure and actively guide the labor flow to the tertiary industry. At the same time, the government should further rationalize the tax system to fully Giving play to the secondary regulation of taxes.
