The State has successively promulgated the "Decision on accelerating the development of modern vocational education" and "Plan for the construction of modern vocational education system(2014-2020)",which undoubtedly provided policy support for the development of higher vocational education.As the state and society pay much attention to higher vocational education,they have also begun to pay attention to the investment and use efficiency of higher vocational education.Higher vocational education is the key to the export of applicationoriented talents.Although the Ministry of Education evaluates the talents and running level of higher vocational colleges,there is little research on the performance evaluation of funding input in higher vocational colleges.Therefore,this thesis proposes the analysis of the performance evaluation of higher vocational education funding input in Hebei Province.Based on the analysis of 41 higher vocational colleges in Hebei Province,the focus is on the performance theory,performance evaluation index system and model construction,and performance evaluation methods of higher vocational education funding input Research on application and recommendations for performance evaluation.After accurately grasping the connotation of higher vocational education and performance management,the background,theory,and practical significance of the performance evaluation of higher vocational education funding are analyzed,and relevant domestic and foreign literature is combed out to review existing research.On this basis,a performance evaluation index system including three input secondary indicators and four output secondary indicators was initially constructed,and a performance evaluation model of factor analysis and data envelopment method was established.Based on the performance evaluation index system and model,41 higher vocational colleges in Hebei province are selected for performance evaluation analysis,and the input and output indexes are analyzed by factor analysis respectively.Four input and four output key factors are obtained and each factor is given weight.The threshold method is used for dimensionless steel treatment,and the dimensionless treated input and output factors are analyzed by DEA.The study found that the problem of insufficient scale efficiency in 41 higher vocational colleges is more serious,and the performance of funds input varies greatly among higher vocational colleges.There are three different input-output modes in the 15 DEA effective institutions: "high input,high output,high efficiency","balanced and effective input-output" and "less input,more output,high efficiency";The 26 non-DEA effective higher vocational colleges have the problems of redundant input and insufficient output,which are manifested as "insufficient scale efficiency" and "insufficient scale efficiency and pure technical efficiency".The evaluation research shows that the performance evaluation index system and model established in this paper are of practical significance and can provide practical suggestions: implementing the investment funds of different institutions and establishing the performance analysis model of institutions;Perfecting the expenditure structure and inclining the key indicators that affect the performance of higher vocational colleges;Strengthen the supervision and performance evaluation,and formulate the performance supervision and evaluation mechanism of higher vocational colleges;Establish a real-time dynamic mechanism to ensure scientific,reasonable and effective funding for higher vocational colleges.
