A Research Of Chinese Colleges And Universities On The Performance Evaluation Based On The Data Envelopment Analysis

As the soul for the development, reform, and innovation of a country, human resource is crucial for economic improvement. As we all known, academic education is the direct way to cultivate human beings. How to develop and optimize education resources in the interest of country has become an important issue for researchers in many countries. As early as 1950s, some economists from western country have investigated education from definition of human resources, its cost and interest, sources of funding, estimating of human resource, spillover of education, etc. emphasizing on efficiency and effects of education. Meanwhile, western countries have been trying to evaluate education using theories, methods, and models of Management Science. Since late 90s of last century, higher education of our country has made brilliant improvement - proportion of people received higher education in our country has been among the highest in the world. How to utilize annually growing educational fund, allocate educational resources (including software and hardware), is a challenge for our government department. It directly affects the step for our country form big educational country to strong educational country.Firstly, history background and present development of university performance evaluation was introduced in this paper. The problem of higher education evaluation method adopted in our country nowadays was pointed out, and significance of university performance evaluation applied in our country was analyzed as well. Secondly, through explaining related concepts and theories of performance evaluation in university, the paper introduces and compares with, including CCR and BBC models for dada network analysis method, the diverse methods of university performance evaluation. Thirdly, the advantage of Data Envelopment Analysis was explained detailed, and the reasons for chosen this method was given.Based on following principle of indicator construction, the paper improves present performance evaluation indicator system of education, and presents a more reasonable one. At last, as the objects of investigation, 34 universities of"985 Projects"are validly investigated through application of evaluation indicator system presented in this paper. The results indicate that, though there are 32 universities, the technical efficiency value of which range from 0.5-1.0, only 9 universities achieve DEA effective. From the data acquired above, we can draw a conclusion that influence of invalid pure technical efficiency gives rise to the ineffective DEA of the 25 universities. Consequently, in order to achieve DEA effective for those universities DEA ineffective, enhancing combined efficiency by means of strengthening inner management is the best way.
