Performance Evaluation Of Scientific Research In A Medical College Based On Data Envelopment Analysis

ObjectivesSince the 21 st century,the society is continuously developing,Colleges and universities is constantly increasing.As the main positions of teaching and educating and cultivating talents,how to make more efficient use of various investment resources has become an important problem for colleges and universities In this study,changes in the efficiency of scientific research resources and scientific research activities are compared since the 11 th Five-year medical colleges and universities,in order to provide reference for the promotion of scientific research performance and the scientific development of colleges and universities.MethodsThrough the literature research,this study selects the input(including research funding,the number of subjects,researchers)and the output(including papers,master and doctor,patent Application and power of attorney,scientific research award)of "11th Five-Year Plan" and "12th Five-Year Plan" in the medical colleges and universities.It is a total of 7 corresponding indicators of data.Data envelopment analysis(referred to DEA)is used to analyze the data in the medical colleges and universities,and the problems in the utilization of scientific research resources are found out and analyzed.The results are analyzed by DEA and some suggestions are given.At the same time use statistical methods to assist analysis factor analysis;Secondly through case interview to managers,young and middle-aged teachers and interview experts and professors,complete theoretical qualitative analysis.Subsequently,statistical methods and factor analysis were used to assist in the analysis.Moreover,the qualitative analysis was carried out by the method of individual interviews conducted among managers,young and middle-aged teachers and experts and professors.ResultsThe number of junior professional titles is not fluctuated,the annual average growth rate is13.9% per year.The output of the SCI papers,patent application authorization and scientific research awards have significantly improved.The results after DEA show that scientific research performance of the school is in the relatively effective and on unchanged scale pay for recent 10 years,only weak efficient for the DEA in 2010 and 2011 and noneffective for the DEA.The regression equation of factor analysis results showed that the number of patents were decided by the involvement of research funding,CSTPCD was affected with senior title and graduates.Meanwhile,with the number of graduates increasing,the number of SCI increased.Lastly,the model wasn't established by the quantity of research award.In the interview,the main problem indicated that the transformation results of scientific research were not high.ConclusionsTo improve the innovation ability is an important prerequisite for the reform and development of scientific research management.In order to continue to grow in the new period colleges,the colleges and universities must clear the overall objectives,the main tasks,performance indicators to measure the complete status and important methods.Finding the focus of work,reasonable arrangements for the team and to determine the expectations is necessary for the development of colleges and universities healthily.
