Teachers' professional development project refers to the conscious,continuous,systematic and dynamic work efforts that make teachers form professional status through various forms of activities such as collective training activities and individual independent professional development in order to meet the needs of teachers' self-development and organizational development.In order to meet the needs of teachers' professional development and improve teaching quality,it is necessary to evaluate the implementation effect of teachers' professional development projects in colleges and universities,and to test the work of teachers' teaching development centers.Based on the adult learning theory and the Developmental Evaluation,this research takes the Kirkpatrick Model as the theoretical prototype,and combines with the previous literature,designs the initial evaluation index system of the implementation effect of the professional development project of university teachers,which includes four first level indexes and 12 second level indexes.Then,using the Delphi Method,through two rounds of expert consultation,four first-level indicators,including the response layer,the learning layer,the behavior layer and the effect layer,were finalized and included project courses,project support and services,overall feelings of project participants,knowledge,skills The evaluation index system of teachers' professional development projects in colleges and universities is composed of 10 secondary indexes,such as emotional attitude values,direct transfer,indirect transfer,influence on students and organization.Then,using AHP,the evaluation model is constructed by inviting 12 experts to make pairwisewise comparison to construct the judgment matrix,find out the weight vector,and carry out the consistency test.Finally,using 364 participating teachers as the sample,the paper evaluates the effect of teacher training project of Jilin University's teacher teaching development center in 2019,statistics the relevant data,use entropy method to determine the weight of the index of specific problem level,calculate the actual score is 4.17 points,at the level of "satisfactory "(4 points),at the same time,the weighted actual score of the first-level index from high to low is reaction layer 4.36,learning layer 4.17,behavior layer 4.0,effect layer 3.89;the weighted actual score of the second-level index from high to low is project support and service 4.39,project curriculum 4.39.4.38,overall satisfaction of project participants 4.28,knowledge 4.23,skills 4.15,affective attitude values 4.06,indirect migration 4.01,direct migration 4.0,impact on students 3.92 and impact on the organization 3.83.According to the score and weight of the specific problem level index,the quadrant diagram of weight —— satisfaction is drawn,and combined with the data analysis,it is concluded that the experience should be summed up from the three dimensions of project curriculum,project management and service,knowledge;from the learning level of teachers' professional well-being,behavior level of scientific research output,self-efficacy,communication ability and effect level of students' academic achievement,Learning enthusiasm,class atmosphere,leadership recognition,organizational atmosphere to start with suggestions for improvement.
