After the issuance in 2010 of the Outline of the National Medium and Long Term Education Reform and Development Plan(2010-2020),the issues concerning the “hard accessibility” and the “expensive enrollment” of kindergarten have become the focus of the whole society.Influenced by various factors,such as the acceleration of urbanization,the adjustment of economic construction layout and the implementation of the "second child" policy in various regions,this issue concerning the people's livelihood which affects the balanced development of education and the education equity has not been effectively solved up to now.Early before,the Opinions of the CPC Central Committee and the State Council on Deepening the Reform and Standardizing the Development of Preschool Education required all local governments to make kindergarten layout plans with counties(districts)as the units;The population change and urbanization development trend shall be taken into consideration for the implementation of the Rural Revitalization Strategy so as to formulate a plan to cope with the peak demand of preschool education.A reasonable and fair distribution of preschool education resources is essential to the people's livelihood.Lanzhou is an important provincial capital city in the western region of China,and also a key target for the balanced development of education in the western region.The distribution of preschool education resources in Lanzhou and the quality of the distributed education resources deserve a further exploration.In this study,150 kindergartens in X District of Lanzhou city are selected as the research objects.This paper uses the spatial data processing function of CIS geographic analysis software and the methods including kernel density analysis,quality service index calculation,accessibility analysis and population prediction to analyze and study in a visual way on the relevant data of preschool education resource distribution in X District of Lanzhou city.Besides,this paper tries to explore the main factors affecting the rational distribution of pre-school education resources in District X of Lanzhou city through the interviews with the personnel of education administrative department,kindergarten directors and teachers.On this basis,this paper proposes the targeted optimization strategies.This study finds that the distribution of preschool education resources in District X of Lanzhou city has the following problems: unbalanced distribution of kindergartens and educational resources;backward distribution layout of kindergartens regarding to the urban development;unbalanced in supply and demand of educational resources in the distribution;unbalanced educational process;low and unbalanced opportunities for kindergartens accessibility.Therefore,this study puts forward the following optimization strategies: matching the population and urban planning to the distribution of kindergartens;improving the management level of educational administrative departments by overall arrangements and clear responsibilities;solving the shortage of teachers by multiple channels and increasing the salaries;strengthening the quality construction of kindergartens to narrow the gap between kindergartens;diversifying the forms of kindergartens to improve children's access to kindergartens;alleviating the shortage of educational land in urban areas through cooperation between kindergartens and enterprises.
