Social work institutions in China have experienced a continuous development process which grew out of nothing,and are becoming increasingly stronger in recent years.However,as for the aspect of motivations,most of them can attribute to the top-down supports from governments.Although social work institutons have achieved growth both in number and scale,their service quality and social benefits have not been improved as they are supposed to be,so involution phenomenon appeared.The so-called involution of social work institutions means that their development will stagnate after reaching a certain stage and enter into a growth state without substantial development,which is difficult for them to transform into a more advanced development form.In a sense,"involution" is actually a "bottleneck" state of development.In order to explore the involuntary phenomenon of social work institutions in a systematic way,based on the theory of internalization theory,this paper combines the existing dimensions of social institution's internalization,draws on He Zengke's study the eight aspects of social organization's dilemma,this paper concludes the registration Four research dimensions:registration,internal management,service provision,and evaluation.Taking the account of representativeness,reality,and sample scientificity,the author selected six institutions in city C as the research objects,and used questionnaires and interviews to collect first-hand information.The study have found that the main manifestations of the social institution's involution are:first,the inundation of registration institutions,"zombie institutions" squeeze resources,which resulted in a waste of capital resources;second,social work institutions pursue the increase of the number of projects and ignore the quality of service,most of projects are in the low level of repeated development;the third is the formalization of the assessment link,which seems to be perfect,but it does not help the institution' s service level substantially;the fourth is that the institution' s internal management pursues norms rather than efficiency,and "Heavy introduction,light development" on the staff.Among them,the degree of involution in registration and service provision are relatively high,and the degree of involution in internal management is relatively low.The author attempts to use resource dependence theory and rational choice theory to analyze,and finds that four main reasons for the internalization of social work institutions are policy dependence,non-equivalent social capital relationship,insufficient construction of the institution's own promotion mechanism,and the lack of social forces.Based on the phenomenon of internalization in the operation of social work institutions,the author starts and launches from three main bodies—— "government-institution-society",and tentatively puts forward suggestions in several aspects: As for the governments,mainly through institutional restraints,eliminating zombies and ensuring precise guarantee.As for the institutions,they are expected to strive to achieve diversification of funds,strengthen the creation of brands,improve the promotion mechanism,etc.While changing the strong dependence on government resources,they should enhance the professionalism and characteristics of the organization to retain talent.As for the society,the participation of social forces should be strengthened by creating relevant platforms,so as to form a coordinated balance among institutions,government and society.
