Research On The Development Dilemma And Action Strategy Of Private Social Work Institutions In The Post Epidemic Era ——Based On The Observation Of 6 Social Work Institutions In H City

After more than 30 years of education before professionalism,the development and localization of social work in China has come to another critical period in history.Thanks to the vigorous promotion of the government's purchase of services in previous years,especially the strong investment and comprehensive spread of the southern region in the purchase of social work services,it has driven the transformation of social work,especially social work institutions,from non existence to existence,from weak to strong,and from small to large.According to statistics,As of November 5,2021,the number of social work institutions in China has exceeded10000,which is enough to witness the sharp increase in the level of the whole industry.At the beginning of 2020,a sudden outbreak of COVID-19,social organizations,represented by social workers,contributed special forces to the fight against the epidemic and played a major role.However,with the decline of economic development,the decline of government revenue,the sharp reduction of fiscal expenditure and the temporary weakening of social charity mainly supported by private entrepreneurs and high-income groups caused by the normalization of the epidemic.The development of social work institutions whose income structure depends heavily on government purchases and private donations has gradually cast a lingering shadow.Meanwhile,COVID-19 has brought great impact on the development environment of small and micro businesses.More and more market players have seen the stability advantage of relying on the logic of government financial input,and instead turn their attention to the establishment and development of social work institutions.Since the outbreak,from the perspective of H city where the author is located,the number of registered social work institutions has increased instead of decreasing.The situation of "too many monks and too few monks" caused by the reduction of resource supply and the increase of service subjects has enabled the social work institutions that are already in the process of strengthening and not improving their quality to open a regional and industrial "inner roll" era,and began to stagnate and enter a growth state without substantive development.In order to more systematically explore the current situation and difficulties of social work institutions,as well as the actions taken by institutions to survive and develop,the author selected 6 social work institutions in H city as observation samples for in-depth understanding through qualitative interviews.On the basis of understanding,combined with the involution theory and dependency theory,this paper analyzes and explains it,and finally puts forward reasonable suggestions for the development of social work institutions to de involute and get out of difficulties,so as to contribute to the better development of social work industry.
