Research On The Development Strategy Of Small-scale Social Work Institutions From The Perspective Of Social Capital

In 2014,the Ministry of Civil Affairs issued the Opinions on Further Promoting the Development of Private Social Work Service Institutions.It clearly pointed out that all departments of the civil affairs system should actively creat a good social environment and increase the support for private social work service institutions to help them grow.Social work institutions are important platforms for professionals to play a role.And they are important carriers to integrate social work resources,to provide social work services and to undertake the functions of government social service s.It is of great significance to strengthen the construction of modern social organizations,promote the transformation of government functions,guide social forces to participate in social governance in an orderly manner and to establish and improve the social service system.However,with the increasing number of social work institutions,many social work institutions have been forced to close because of lack ing operating funds and professional personnel.It can be seen that social work institutions face opportunities and challenges.It is therefore a very meaningful proposition that how the social work organization can improve the capacity of resource integration and obtain sufficient social capital in order to achieve better development.This paper chooses the Z institution,a small-scale social work institutions with good development trend in Guang Zhou,as the research object,and studies the concrete development strategies of small-scale social work institutions from the perspective of social capital.The paper is divided into five parts: the first part is the introduction,showing the research background,research purpose,research significance,research methods and research framework.The second part is related to the theory and literature review,showing the definition of relevant concepts,social capital theory and the literature review of social work institutions.The third part introduces the basic situation of Z institution,including its organizational structure and the main activities.The fourth part presents and analyzes the concrete development strategy of Z institution concerning social network,trust and specification from its internal and external development strategy.The last part is the discussion and reflection,mainly summarizes the development strategy of Z institution,puts forward several proposals of the development strategy of other small-scale social work institutions from the perspective of social capital,makes a reflection on the limitation of their development strategy and puts forward the shortcomings of this paper.Through the research on the development strategy of Z institution,the author d raws the following conclusions: The trust,the normative and the social network are the important social capital of the small-scale social work institution,and the essence of the institutional development strategy is to invest institutional social capital actively.Specifically,it is:(1)Building trust with demand orientation.The satisfaction of demand is the prerequisite for the establishment of trust;(2)Constructing the social network through the platform.Platform is the carrier of network construction;(3)Establishing norms through consultation and cooperation.Consensus is an indispensable condition for the establishment of norms.To reach a consensus requires multi-party consultation and cooperation.Small-scale social work institutions need to continue to investing in social capital,in order to achieve its sustainable development.
