A Study On The Dilemma Of "Internal Coiling" In The Government's Purchase Of Social Work Service Projects

With the modernization of the social governance system,the government has handed over a large number of social affairs related to people's livelihood to professional social work institutions through the way of government purchase,so the government's purchase of social work services is in full swing all over the country.But behind its rapid development,some governments purchase social work service projects but deviate from the original intention of the reform,and the beautiful vision of service contracting and common governance has not been realized,which makes the social work service projects move towards the trend of“internalization ”.It can be said that the dilemma of the government's purchase of social work services has become a focus problem.Hindering the development of social work in China.Based on the theory of “inner-coiling ”,X project in Hohhot,Inner Mongolia was selected as the research object,Inner Mongolia was selected as the research object,and explores the“inner-coiling ”problem and its causes in the implementation of the project by describing the whole project implementation process.It is found that the dilemma of “inner-coiling”in the project is not only due to the intervention of external administrative factors and the refinement of internal organizational structure,but also to ignore the important role played by the service object,which causes the service object to passively participate in the social work service,and then makes the social work service project present a state of undevelopment.On the basis of this,this paper puts forward some suggestions,emphasizing the importance and giving full play to the role of the service object in the service process,stimulating the participation motivation of the service object and empowering the service object.It is expected that it can provide new ideas for the optimization and improvement of social work service items purchased by other governments,and also help to accelerate the process of“localization”of social work.
