Industrial structure has profited a lot in the process of the constant adjustments since the reform and opening-up policy was adopted in China. Under such circumstances, the scale and benefits of sports good manufacturing industry has grew very fast. Nevertheless, it can't be denied that the overall backward technical innovation situation, lack of brand consciousness and extensive mode of production will hinder its further development. Therefore, the competent government department comes to realize that the government's intervention role in the distribution of resources is essential. Sport Administration of Zhejiang Province took the initiative to elect"Sports Goods Model Manufacturer"in order to increase brand consciousness and promote incentive scheme and innovative management within the province.The research starts from the aim, content, process and methods of the government behavior in the election of Top Ten Model Manufacturers of Sports Goods in Zhejiang Province and then describe the basic structure and correlation of the election behavior of the competent government department. The thesis bases its research on the field survey of Ningbo Qisheng Sports Equipments Co. Ltd, adopts the method of descriptive comparison and demonstrates the effect of the election behavior reflected in the election of Top Ten Model Manufacturers through the comparative analysis of the enterprise's change in internal management effect and external social influence before and after the election. At last, the thesis takes economic profit and social benefit for the development of the enterprises as references and further offers adjusting suggestions for the government election behavior (idea, content, process and actively fostering policy, etc) in the election of Top Ten Model Manufacturers of Sports Goods in Zhejiang Province.
