Objective: To investigate the implementation of student financial aid policies,the awareness,satisfaction and equity evaluation of students in Zunyi higher vocational colleges,analyze the implementation effect,existing problems and causes of the policies in higher vocational colleges,and provide references for improving the system of student financial aid policies and improving effect of the implementation.Methods: According to Smith Policy Implementation Process Model,established from four dimensions: policy itself,executive subject,executive object and executive environment,modeling an analysis model of the effect of student financial aid policy implementation in higher vocational colleges.A questionnaire survey was conducted to survey the effect of implementation of student financial aid policies from August to November in 2019,and the awareness,satisfaction,equity evaluation of students.Descriptive Statistical Analysis was used to analyze the classified data,Chi-square Test was used for the classified data,and One-Way Analysis of Variance and Independent Sample t Test were used for the grading data.The Interview Method was used to understand the effect of implementation of the policy and the views of the executor on the policy content and problems in the process of policy implementation.Results: 1.Family economy: there were 485 respondents,390 of whom were from rural areas,accounting for 80.4%;The highest proportion of households with monthly income of 2,001 to 4,000 yuan was 40%,followed by 29.3% with monthly income of 2,000 yuan or less.The main source of family income is biased towards farming income and the income from migrant work,accounted for 45.6% and 30.3% respectively.2.Funding level: there were 269 applicants for funding,of which 181 were recipients,accounting for 67.29%,and 88 were non-recipients,accounting for 32.71%.52.48% of the family income came from farming,and 47.52% from non-farming.Those with a monthly income of 2,000 yuan or less received subsidies,accounting for 56.34% and 43.66% respectively.3.Fund use and student appeal: the top three uses of fund are food,study and materials,clothing or cosmetics;A small number of funders also use it for personal relationships,electronics,or other purposes.While 82.06 percent of respondents said the grantees had different lifestyles of luxury,only 17.94 percent said "almost none".Students' demand for financial aid is still dominated by financial aid such as awards and bursaries,but they also need financial aid for mental health,employment and entrepreneurship guidance,and improvement of personal ability.4.Financial aid management and implementation: institutionalized construction and management work are not scientific and normative.46.19% of the respondents think that the class has the phenomenon of equal distribution among students and rotating selection of awards and grants.5.Student evaluation: the overall recognition,satisfaction and fairness evaluation of the financial policy contents,evaluation procedures and supervision system are not high,and the total score is less than 3.Conclusion: 1.Most of the students in higher vocational colleges come from rural areas,and the family economy is poor,so there is a great demand for financial aid,and the financial aid level needs to be improved.2.The implementation of student financial aid policies tends to be standardized,but there are still deficiencies in the depth of policy publicity,financial aid management and financial aid education.3.Students' recognition,satisfaction and equity evaluation are not high,and there are diversified and developmental needs for student financial aid.4.The low social participation in student financial aid service leads to the single source and form of student financial aid,which is not conducive to the realization of the educational effect of financial aid.
