With the 2022 Beijing Winter Olympics,China’s ice and snow sports have ushered in a major development opportunity.The Ministry of Education,the General Administration of Sport and other departments have introduced policies related to ice and snow sports to increase the number of people participating in ice and snow sports.Young people are the future of the country and the main body of the school.How to let more young people participate in and enjoy ice and snow sports is the key to the development of ice and snow sports in China.The construction of ice and snow schools can create a good atmosphere for ice and snow sports and lead teenagers to actively participate in ice and snow sports.Hohhot is an important hub city connecting northeast China,North China and Northwest China.With obvious climate change in four seasons and long and cold winter,natural ice rink can be built in Hohhot.Its geographical advantages are conducive to the development of ice sports.In view of this,this paper takes Smith’s policy implementation process model as the theoretical basis.It mainly includes: the idealization of the policy itself,the implementation subject,the target group and the implementation environment four factors in-depth analysis of the policy implementation process.The relevant data were collected mainly by the methods of literature,questionnaire,interview,field investigation and mathematical statistics.The students,school teachers,leaders and government leaders of 15 ice and snow characteristic schools in Hohhot were taken as the survey objects to conduct interviews,investigations and systematic analysis of the process of implementing the campus ice and snow policy in ice and snow characteristic schools in Hohhot.This paper expounds the problems arising from the implementation of campus ice and snow policy,and then puts forward the countermeasures,which is of great significance to comprehensively improve the development of youth ice and snow sports.The main conclusions are as follows:First of all,among the 15 ice and snow featured schools in Hohhot,there are 6 schools that have better ice and snow programs.Secondly,from the two dimensions of education,teaching,training and competition,the overall development of ice and snow schools is not optimistic.Finally,from the four elements of Smith’s policy implementation process model,it analyzes the factors that affect the policy implementation of ice and snow characteristic school in Hohhot.In terms of idealized policies themselves,there are few policies specifically aimed at ice and snow sports on campus,lack specific implementation rules of policies,vague contents of policy texts,and most of them are expressed with encouragement.The main body of execution: weak sense of responsibility of the main body,lack of supervision mechanism,lack of executive ability;In terms of target groups: due to various factors,primary and secondary school students have low cognition,and it is difficult to form a synergy with the implementation of the policy;In terms of implementation environment: lack of material resources,weak cultural atmosphere.In view of the problems existing in the implementation process of campus ice and snow policy,the following policy implementation development strategies are proposed.(1)Improve the snow and ice policy system on campus.Including the establishment of detailed campus ice and snow rules and regulations;Improve the campus snow and ice funds management implementation rules;Improve the staff reward system;We will strengthen the feasibility of policy implementation.(2)Strengthen the executive ability of the executive body.Including collaborative cooperation to form a diversified cooperation mechanism;Work together to form a multi-regulatory system;Strengthen the special work ability of executive personnel;Optimize the ice and snow courses and highlight the leading role of the event.(3)Correctly guide target group cognition and participation.(4)Improving the environment for policy implementation.Including improving the physical environment;Strengthen the ice culture atmosphere.
