| In 2021,the Ministry of Education and the General Administration of Sport of the People’s Republic of China issued the Guiding Opinions on Further Improving and Standardizing the Recruitment of High-level Sports Teams in Colleges and Universities,pointing out that the quality of the construction of high-level sports teams in colleges and universities in China should be strictly evaluated,the standard conditions for recruiting high-level athletes in colleges and universities should be further improved,and the cultural performance requirements of colleges and universities for recruiting high-level athletes should be raised.The promulgation of this policy has posed a new challenge to the development of the training of football specialty students in our high school campus.In our country,policy is the support and guarantee for the smooth development of all social activities.The work related to football specialty students in our high school campus is also carried out smoothly under the policy system composed of a series of policy documents.In the face of new challenges,it is a necessary condition to meet the challenges and achieve success to ensure the effective implementation of all parts of the work in the process of implementing relevant policies for current football majors.In order to study the implementation process of relevant policies for football specialty students on Tai’an high school campus,this paper integrates the research on the implementation process of relevant policies for Tai’an football specialty students into T.Smith’s policy implementation process model,using the methods of literature,questionnaire,interview,mathematical statistics and field survey,from policy formulation,policy implementation The four parts of tension analysis and problem handling are in-depth analysis of the implementation process of relevant policies for football specialty students in Tai’an high school campus.And with the help of the "four factors" of policy text,executive subject,target group and environmental factors in the Smith policy implementation process model,we can find the "tense" state caused by the mutual influence of various factors in the implementation of the relevant policies for football specialty students in Tai’an high school campus,and find the causes of the "tense" state.Finally,on this basis,the corresponding cracking strategy is proposed from the perspective of Smith’s policy implementation process model.Make a modest contribution to the new challenges of Tai’an City.This article will use five parts to analyze the implementation process of policies related to football talents in Tai’an.The first part mainly introduces the basic theoretical content of Smith’s policy implementation process model,and explains the rationality and analysis ideas of combining Smith’s policy implementation process model with the relevant policies of Tai’an football talents.The second part is to sort out the collected policy texts related to football talents,and analyze and sort out the time,institution,purpose and development stage and characteristics of China’s football talent-related policies with the help of visual analysis software such as "Cite Space" and "Microword Cloud".The third,fourth and fifth parts are from the perspective of Smith’s policy implementation process model,using a combination of subjective and objective analysis methods to explore the "tension" in the implementation process of policies that restrict football talents in Tai’an.According to the problems reflected,the causes of the "tension" dilemma are analyzed from the "four factors" of the Smith policy implementation process model;Finally,from four aspects: policy text,implementation subject,target group and environmental factors,the solution to the "tension" of the implementation of relevant policies for football talents in Tai’an is proposed.The analysis shows that there are corresponding problems in the policy text,implementation subject,target group and environmental factors in the implementation of the relevant policies of football talents in Tai’an,and it is proposed that the content of the policy text should be optimized by enriching the specific content of the policy text in terms of cultivation and improving the supporting guarantee policy and local characteristic program;Strengthen policy implementation entities by strengthening communication between implementing organizations and enhancing the internal motivation of policy implementers;By paying attention to the development of policy target groups,improve the policy awareness level of high school football specialty students and correct the motivation of high school football talent students.Improve the policy implementation environment by enriching the economic and environmental factors of policy implementation and enriching the cultural and environmental factors of policy implementation. |
