Research On The Implementation Of Scholarship Policy Of T University

In recent years,the expansion of the scale of postgraduate education and the change of its type structure have attracted much attention.As an important part of the training system,Postgraduate Scholarship policy provides financial support for personnel training,and is an important means to improve the quality of postgraduate training.Therefore,we should pay attention to the problems and reasons in the implementation of the policy,and put forward optimization suggestions.By combing the existing related research and the development history of China’s master’s scholarship policy,combined with the content of T University’s existing master’s scholarship policy,and taking Smith Policy-Implementation-Process model as the research framework,a questionnaire survey was conducted on 398 graduate students of T University.It is found that the main problems in the implementation of T University’s master’s scholarship policy are as follows: the value orientation of the idealized policy is not clear,the policy system is not complete,and the evaluation idea has not taken into account the fairness and competition;the publicity work of the executive agencies is not effective,and there are omissions in the relevant work;the master’s understanding of the policy concept is biased,It tends to weaken the competitiveness in the selection process;the change of environmental factors fails to interact with the idealized policy.In order to explore the causes of the existing problems in the implementation of the scholarship policy for master’s degree in T University,we conducted in-depth interviews with 14 graduate students,3 counselors,1 teacher in charge of the graduate school and 2 tutors.The reasons are summarized as follows.Firstly,the policy text of T University is easy to produce implementation deviation from macro perspective,and each component is independent and does not form a policy resultant force.The policy revision is not timely,which leads to poor interaction with environmental factors,and the subsidy policy is divorced from the living standard,which affects the realization of incentive effect.Second,the lack of humanistic care in the executive agencies of T University affects the identity of postgraduates.The single publicity channel affects the efficiency of students’ access to information.The blocked communication channels make it difficult for the opinions to be taken seriously and solved.Thirdly,for the master students in T University,the ideal coverage rate and the amount of money have a psychological gap with the reality.The difference of personal characteristics and needs leads to the effect of policy varies from person to person.Fourth,utilitarian social culture affects the motivation of some graduate students and the motivation to apply for scholarships.The insufficient investment of social forces leads to the tension between the supply and demand of funds in T University,and the national level also failed to pay attention to the development status of the scholarship policy for master degree students.Therefore,based on the problems in the implementation of T University’s master’s scholarship policy and its causes,this paper puts forward corresponding optimization suggestions.First,revise and perfect the idealized policy.We should clarify the value orientation,deepen enhance morality and foster talents,improve the policy system to fit different degree types,and improve the management system and evaluation mechanism.Second,enhance the effectiveness of implementation.To show humanistic care,strengthen policy propaganda,improve work efficiency by adjusting organizational structure,and construct information platform to dredge feedback channels.Third,identify the difference characteristics of the target group.We should increase the support for the poor students’ daily living expenses,stimulate their motivation,pay attention to the middle level groups,and enhance the overall vitality.Fourth,optimize the environment.Combined with the reality of the social environment,promote the benign competition of scholarships,integrate various social forces,and strive to broaden the sources of funds.
