Study On The Current Situation And Countermeasures Of International Exchanges And Cooperation In Shaanxi Provincial Universities

At present,with the in-depth development of the globalization of the world economy,informatization helps society to innovate in all directions,and the continuous promotion of cultural diversity,international exchanges and cooperation in running schools are more extensive.International exchange and cooperation has become one of the important functions of universities,and it is the innovation and development of the concept of university construction.Socialist higher education with Chinese characteristics must not only take Chinese land as the foundation and firmly grasp the direction of running socialism;but also actively promote exchanges and cooperation with world-class universities and educational institutions in the fields of education,teaching,academic research and culture.Promote the construction of world-class universities and first-class disciplines,quickly improve the level of development of China's higher education,and enhance the core competitiveness of Chinese universities.For the first time,our country has identified international exchange and cooperation as the fifth function of universities.At present,China has signed intergovernmental education exchange agreements with more than 180 countries to support the exchange of students between the two countries to study in the other country.In 2018,a total of 492,000 international students from 196 countries and regions studied at 1,004 universities and research institutions in China.In the"China Education Modernization 2035" document,it puts forward:"Open up a new pattern of education opening up to the outside world.Comprehensively improve the level of international exchanges and cooperation,and promote the mutual recognition of academic degrees,standards,and experience from other countries."Shaanxi Province,as a major province of culture and education,actively implements the function of international exchanges and cooperation in universities.The Provincial Party Committee and the provincial government have also explicitly stated:"Promote exchanges and cooperation between the province's education and developed countries in education in a wider field and at a higher level.Construct a comprehensive,multi-level,and wide-ranging educational international exchange and cooperation platform.”Through the efforts of the past ten years,Shaanxi universities have developed international exchanges and cooperation,and Shaanxi has become one of the first destinations for students from Central Asian countries to study abroad.In 2017,Shaanxi Province accepted foreign students from more than 150 countries and regions,with a total of about 12,000 students.In the minds of these students from Central Asian countries,Shaanxi Province is one of the preferred destinations for studying abroad.Among these international students,about 50%are from countries along the "Belt and Road",and their numbers and proportions have been rising for three consecutive years.However,in the survey,it was found that the exchange and cooperation internationally of provincial colleges and universities of Shaanxi has significant gaps with major educational provinces such as Guangdong,Jiangsu,Sichuan and Hubei.There are also problems with the mechanism,platform,and system of the province,as well as inadequate provincial philosophy,policies,and measures.This article takes international exchanges and cooperation as the research content,and is aimed at provincial universities of Shaanxi,based on the theoretical basis of“international exchanges and cooperation in universities" and "internationalization of higher education".This paper defines the forms of international exchanges and cooperation in universities,sort out and summarize the significance of international exchanges and cooperation in universities.The paper analyzes the development status of international exchanges and cooperation in provincial universities of Shaanxi through literature analysis,comparative research,and empirical analysis,from the introduction of international high-quality educational resources,Chinese-foreign cooperative education and joint training of talents,education of foreign students in Shaanxi,international academic exchanges.The article analyzes the development status of international exchanges and cooperation in universities in Shaanxi Province through literature analysis,comparative research,and empirical analysis,from four aspects analyzed and summarized the problems existing in the universities in Shaanxi Province,and analyzed the reasons:the introduction of international high-quality educational resources,Chinese-foreign cooperative education and joint training of talents,education of foreign students in Shaanxi,international academic exchanges and China-foreign exchange visits.Based on these,specific countermeasures and suggestions are proposed,such as updating the concept of internationalization,introducing high-quality education resources,scientifically developing a cooperative education system,adopting an intensive development path for overseas student education,enhancing academic exchanges,and promoting mutual visits between China and foreign countries.
