The worldwide mutual effect & globalization of China's political,economic,cultural &technological development has made a profound impact on China's higher education,and brings Shaanxi provincial colleges and universities both opportunities and challenges in their internationalizing development,hence the internationalization of the teaching staff in these institutions as the first education resources must also be given high priority during the evolution of them.This paper is based on the current research in our national higher education and college teachers' internationalizing issues by relevant experts and scholars at home and abroad,closely connected with the development reality,and sets the internationalizing issues of related institutions(since the National Reform and Opening Up)as the breakthrough point and corresponding issues of the teaching staff as core;and based on in-depth discussions of preliminary results and existing problems,systematically analyses the root reasons,deeply analyzes the bottlenecks and constraints of current development,and finally puts forward strategies and practicing path to teachers' internationalizing development.Simultaneously,questionnaire and interview,case studies and comparative analysis has been used to discuss the reasons of above four aspects in depth,and the Smith model theory,globalization theory and human capital theory of public management theories have been utilized as the basis,to establish the strategies and tactics to promote the development of Shaanxi provincial college teachers' internationalization.It is of certain reference significance to further improve and perfect the development system and mechanism of the internationalization of higher education in China,improve and optimize related development policies and environment in Shaanxi province,and promote the scientific,coordinated and sustainable development of the internationalization of the college staff.This paper falls into five chapters.The first chapter research ideas and methods of the internationalization of the teaching staff in Shaanxi provincial higher education institutions.The second chapter expounds the concepts and theoretical basis of above mentioned issue.The third chapter discusses the history,present situation and existing problems of the internationalization of the teaching staff in Shaanxi provincial higher education institutions from the aspects of educational background structure,teaching,scientific research and teacher recruitment.Chapter four analyzes the causes of related problems which mainly involves the teachers,university management,government policy and management and external environment.The fifth chapter puts forward and discusses the countermeasures and suggestions to promote the internationalization of the teaching staff in Shaanxi provincial higher education institutions from the aspects of educational structure,teaching,scientific research and recruitment,which include constantly improving the teaching staff's level of international knowledge,encouraging them to go abroad for exchange and study,increasing the introduction of foreign teachers so as to promote mutual scientific research cooperation and academic exchanges.The finding is: Colleges and universities should attach great importance to improving management mode and optimizing teacher resource structure.At the same time,the government should increase policy support and system guarantee,improve the international competitiveness of colleges and universities from politics,economy,culture and other aspects,so as to steadily promote the international development of the teaching staff in Shaanxi provincial colleges and universities.
