Research On Influencing Factors And Countermeasures Of Urban Working Poor

Poverty has always been a hotspot issue around the world.Traditional poverty theory believes that poverty is the result of being excluded by the labor market due to laziness or lack of labor capacity.However,since the 1970 s,developed countries in Europe,America,and East Asia have successively appeared to be unable to escape poverty even after working hard,which is called "working poor".This new type of poverty has aroused widespread concern among scholars.In China,since the reform and opening up in the 1980 s,a large number of working poor groups have gradually formed in cities due to changes in their own industrial structures and changes in employment methods.The low-income,low-security and load-bearing family burdens have made the gap between them and the average living standard of the society wider,which has adversely affected the realization of China's development goals of sustainable,equal and inclusive growth.Therefore,it is of great theoretical and practical significance to solve the poverty problem of this group.This paper is divided into six parts.The first part is the introduction,which introduces the research background,research significance,research ideas,research methods,as well as the innovative points and shortcomings of the research,and reviews the domestic and foreign research on the problem of working poor through the literature review.The second part is the concept definition and related theoretical basis.The third part is based on the data of the China Family Panel Studies(CFPS)to explain the current situation of urban working poor in China.First,the depth and breadth of urban working poor in China are measured.Secondly,the group characteristics of urban working poor group in China are analyzed.Thirdly,considering that "employment" is a unique attribute of working poor,the quality of employment of working poor group is further analyzed.Finally,based on the intergenerational transmission of poverty,the paper analyzes the situation of the working poor group's family-of-origin.The fourth part is the analysis of the construction mechanism of the influencing factors in this paper,which can be divided into three categories: individual characteristics,labor market factors,and family-of-origin factors.Based on this,research hypotheses are proposed.The fifth part is an empirical analysis of the factors affecting urban working poor in China based on the regression model.The sixth part draws the conclusion of this paper according to the analysis results and puts forward the corresponding countermeasures and Suggestions.To sum up,the research conclusions of this paper include: 1.The phenomenon of urban working poverty in China is serious;2.The employment quality of China's urban working poor is poor;3.The formation of the problem of working poverty is influenced by multiple factors including individual characteristics,labor market and native families.Based on this,the following countermeasures and Suggestions are put forward: 1.Strengthen the capacity building of working poor groups;2.Improving the secondary labor market construction system;3.Improving the social insurance system for the urban working poor;4.Establishing a social assistance mechanism for urban working poor groups.
