As one of the "six precision","the precision of sending the right people to the village" is an important part of targeted poverty alleviation.So government select poverty-alleviation working team to village which is one of main ways as a whole.National input resource in the post tax and fee era.Some people refer to village assistance as "drip irrigation" to help the poor,and the construction of the poverty-alleviation working team is to lay a "pipe" for this purpose.Thus we can see that select poverty-alleviation working teams to support villages is crucial to the development of the countryside.Provinces and cities responded to the call of the central government,appointing poverty-alleviation working teams to improve targeted poverty alleviation and achieved good results.However,some scholars found that there were formalism and unclear roles in poverty-alleviation working teams.Even some poverty-alleviation working teams are free from village.Therefore,it is necessary to conduct in-depth analysis of the practical logic and influencing factors based on poverty-alleviation working teams' participating in poverty alleviation governance in villages.This paper takes the poverty-alleviation working team in H country B village as an example to study its institutional background of village poverty management and the key parts in village support.The author have lived in villages for a month with poverty-alleviation working team,village cadres and villagers,obtaining the history and present situation about the poverty control of the poverty-alleviation working team in B village,combined with the accurate identification,accurate help,accurate management process.And the analysis method of process-event is used in the perspective of embedded governance to analyze the first accurate identification,a number of accurate recognition and the dilemma of the village help and the way of work.It is found that the poverty-alleviation working teams have different degree of embedding in the village in different period of village and the different members of the village team.The institutional embeddedness of organizational mobilization,resource allocation and assessment mechanism is the legal prerequisite for the task force to embed village governance,and it is also the source of pressure.The relationship embeddedness is the key factor that restricts the effective role of the task force,which is related to whether the poverty-alleviation working team can integrate into the network of village relations,mobilize resources and cultivate the impetus for the internal development of the village,which is related to the process of targeted poverty alleviation,the effect of poverty relief and the long-term development of the village.At the same time,the way to assign village work to village governance is a form of expression of the strong government.The mobilization of large human and financial resources in the administrative system has its own applicable conditions and application stage.In the short term,it helps to make up for the failure of villagers'autonomy.But in the long run,it is very important to cultivate the internal development power of the village to form a multi subject village governance pattern.
