An Investigation And Analysis On The Supply And Demand Of Child Care Services For Infants Aged From 0 To 3 In Baoding City Under The Policy Of "Comprehensive Two-child Policy"

The issue of 0-3-year-old Child Care Service has drawn attention from all walks of life due to the introduction and implementation of the "two-child policy".At present,China's 0-3-year-old infants care service system needs to be improved,the national reproduction cost has returned to the family,at the same time,there are universal problems such as the difficulty of getting into the kindergarten,the high cost of getting into the kindergarten and so on.Obviously,our country now is facing the most urgent difficult issue is "the young has nurtures,the study has the instruction" the policy implementation as well as 0-3 years old baby care service system consummates vigorously.This research object selected two districts,L and J in Baoding.(L with the highest GDP and J with the most perfect business district,industrial district,buildings,infrastructure,etc.)The survey and analysis of the current situation of the supply and demand of childcare services is mainly based on the combination of quantitative research and qualitative research.First of all,this study used questionnaire survey method to collect the demand of child care service for 0-3 years old parents in these districts.And then,this study investigated the overall supply of child care services(registered with the Administration for Industry and Commerce and the administration for Market Supervision)in the two districts by means of pre-interview survey,telephone inquiry,Internet search and APP search.In addition,interview method was used to obtain the specific supply situation of Child Care Service in these districts.Finally,on the basis of collating the supply and demand data and text data,the intent of the incubation service institutions to expand the intent of incubation services is further studied..This study selected l district and j district in Baoding,the main methods of investigation and analysis on the current situation of the supply and demand of childcare services are quantitative and qualitative research.At first,this study used questionnaire survey method to collect the demand of child care service of0-3 years old parents in l district and j district.Then,this study uses the interview method to obtain the status quo of childcare service supply in l district and j district.Finally,on the basis of sorting out the current situation of supply and demand data and written information,this paper makes an in-depth study on the intentions of the childcare service institutions to expand the childcare service.This study proposes some specific suggestions based on the existing problems of existing childcare services: First,the supply and demand of childcare services do not match.It is mainly reflected in the five aspects of the mismatch between the supply and demand of childcare service institutions,the mismatch of supply and demand in the form of childcare,the mismatch of supply and demand at the age of enrollment,the imbalance of supply and demand in the content of enrollment,and the mismatch of supply and demand in enrollment.Second,the functions of daycare service agencies are not fully utilized.This research analyzes the survey data on the supply and demand of childcare services,and finds that the structure of the supply of childcare services has been seriously unbalanced,manifesting itself as "education" rather than "care",and the functions of childcare services have not been fully utilized.This research is based on the suggestions of the Childcare Service Organization:First,increase the government's policy support to the childcare service.This includes increasing financial support for the cause of child-care services and improving the special legislation on child-care services.Second,regulate all parties to promote the balance between the supply and demand of childcare services.It includes constructing perfect supply system of childcare service,strengthening government supervision,strengthening self-discipline of trades,strengthening selection and training of childcare service teachers,and developing childcare service APP.Third,expand the functions of the childcare service agencies.Make full use of the existing space and time of the organization.Fourth,vigorously develop community childcare services.
