An Empirical Research On The Supply And Demand Of Child Care Services For Infants Aged 0-3 Years In Susong County,Anhui Province

The " full-scale second child " policy is a major strategic decision made by the central government based on the situation of China’s population and economic and social development.2016 is the first year implemented the policy.The country’s birth population is 17.86 million,becoming the largest since 2000.In 2017,the country’s birth population is 17.23 million,slightly less than in 2016.The high fertility rate for two consecutive years has resulted in the centralized release of the fertility demand.After 2018,however,the number of births rapidly fell back to the level before the policy was implemented.It can be seen that in addition to the fertility policy,there are many factors that affect people’s fertility willingness and behavior.one of the very important factors is the serious shortage of child care services for children under 3 years old in China.A survey shows that there are only 4% 0-3 years old infants enter various nurseries in China,far lower than 50% in some developed countries.According to the birth population from 2017 to 2019 released by the National Bureau of Statistics,the current number of infants under 3 years old in China is about 47.11 million.In this paper,217 parents（97.7% of them are infants’ parents）of 0-3 years old infants in Susong County,Anhui Province were selected as the survey objects.The web-questionnaire survey and individual interview were used to study the status,needs and problems of child care services for 0-3 years old infants in this area.It is found that the poor economic and social development,the narrow coverage of public services,the lack of social services,the lack of family nurturing ability and many other adverse factors in Susong County make the 0-3 years old infants’ nursing is mainly shouldered by families,which pays attention to feeding and simple care.Very few children over 2 years old can enter kindergarten.On the whole,the lack of scientific guidance and social support for the care of 0-3 years old infants,and a short supply for child care services are not conducive to the early development and growth of children.Therefore,the 0-3 years old infants care service in rural areas should be incorporated into the public service system,and the "government-led,family-based,Society-participated" care service system should be established and improved.
