Research On The Problems And Countermeasures Of The Statistical Management Of Inner Mongolia Basic Units List Under The Current Commercial System

In the Outline of the Plan for Statistical Reform and Development during the 13 th Five-Year Plan Period,the National Bureau of Statistics clearly stated that the foundation of statistical business should be consolidated,the quality of statistical surveys should be improved,and the international statistical directory system should be built at a faster pace.It is necessary to establish a mechanism for timely maintenance and update of the directory information,strengthen the standardization of data collection and the timeliness of dynamic maintenance of the directory of basic units,and speed up the establishment of a unified,complete,no leakage,timely update,true information,and mutual sharing of basic unit directory database.In October 2013,the third Plenary Session of the 18 th CPC Central Committee decided to reform the commercial registration system.In response to national policies,the Party Committee and government of the Inner Mongolia Autonomous Region have taken deepening the reform of the business system as a key task in comprehensively deepening the reform,and issued a series of documents supporting the reform of the business system.On August 31,2016,the People's Government of the Inner Mongolia Autonomous Region began to implement the region-wide registration system of "five CARDS in one,one license and one code".After the reform of the commercial system,the number of newly added units in the whole region has shown a "blowout-type" growth,which has brought unprecedented challenges to the statistical management of the directory of basic units in the whole region.This article is based on the current list of commercial registration system for the basic unit library statistics management are studied,using the theory of government functions,the new public management theory,using methods such as literature research,comparative research and investigation,analysis of the current list of trading system under the basic unit library statisticsmanagement problems have the following points,one is the basic unit list poor timeliness and dynamic library statistics management;Secondly,the information of some units in the statistical management of the directory of basic units is not accurate.Third,the basic unit directory database statistics management object cooperation degree is low;Fourth,the basic unit directory database at the grassroots statistical management strength is weak;Fifth,the management system and procedure of the directory database of basic units are not perfect enough;Sixth,the public awareness of the statistical management of the directory of basic units is low.The reasons for the problems are as follows: first,it is difficult to find the objects of statistical management in the directory of basic units on the spot;Second,the information asymmetry of the statistical management department of the directory of basic units;Third,the basic unit directory database statistics management law enforcement is weak;The fourth is the lack of systematic training in the statistical management of the directory database of basic units;Fifthly,the statistical management method system of the directory database of basic units lacks of innovative research;Sixth,the basic unit directory database statistical management propaganda is not in place.In view of the above problems and causes,the following countermeasures and suggestions are proposed: first,strengthen the supervision and tracking services for the investigation objects;Second,unimpeded channels for information sharing among departments;Third,strengthen the law enforcement for the statistical management of the directory database of basic units;Fourth,strengthen the training of basic units directory database statistics management grass-roots statistical force;Fifth,innovate and improve the methods and systems of statistical management of the directory database of basic units;Sixth,strengthen the basic unit directory database statistical management and publicity.Thus improve the accuracy,practicability and timeliness of statistical management of the directory database of basic units.
