With the continuous development of the national economy and the increasingly perfect socialist market economy with Chinese characteristics,the importance of statistical work has increased year by year.Statistical management system as a superstructure,scientific and efficient statistical management system suitable for China's national conditions will greatly improve the efficiency of statistical work and enhance the efficiency of statistical resources.In particular,since the Party Central Committee convened the 18 th National Congress,the economic development of various industries has entered a new era.The statistical surveys,statistical methods,and statistical data under the “big data” background all require a scientific and complete management system as the basis.However,in the current statistical system,the “politics + statistics” and “administration + statistics” management models obviously cannot meet the new requirements.The requirements of the development of the times require that the statistical management system urgently needs a top-down,internal-inside-out system for combing and integration to re-find the best positioning and development direction.In the current statistical management system,the statistical agencies at different levels at the central,provincial,municipal,county,and township levels have different levels of responsibilities and roles in statistical work.There is also a large gap between the responsibilities and roles played by the statistical agencies.Important nodes play a key role in the collection of statistical data,the promotion of laws and regulations,and the transmission of work requirements.However,the various types of resource support obtained by county and sub-level statistical agencies do not match their arduous tasks,especially as various The source of statistical data,without a reasonable institutional setup and management system,will inevitably affect the quality of data.After being superimposed on each level,the impact on the country's aggregated data will increase geometrically.Based on the status quo of economic development,this article analyzes the problem of statistical vertical management and explores the impact of various statistical management systems on China from multiple perspectives.It also tries to compare the experience of other countries' reforms with the current domestic policies,thereby helping to conclude that county-level statistical agencies are feasible for vertical management.Using the combination of theoretical method and case analysis method,taking Ganjingzi District Statistics Bureau as an example,we tried to explore the possibility of reforming the statistical management system in county-level statistical departments.According to its existing institutional setup,personnel team and major tasks,it analyzes the possibility of implementing vertical management reforms,anticipates the benign and non-benign consequences of the reform,and makes recommendations.
