Xi Jinping emphasized that education must be given higher priority in both national and the party's plan At the 2020 Chinese National Work Report,the chapter "To protect and improve people's livelihood" indicated that focusing on continuing education is to achieve better reform and development of social undertakings.As a benchmark for the reform and development of continuing education across the country,many reform pilot projects have been piloted and steadily improved in Shanghai.Continuing education in Shanghai institutions of higher learning is the vanguard of transformation and upgradings and it is necessary to more consciously rely on transformation and development to deal with the new situation and new problems of Shanghai's regional innovation and development.For the transformation and development of continuing education in applied undergraduate universities in Shanghai,it is necessary to base itself on the overall situation and firmly grasp the political and economic background of Shanghai's efforts to build "five centers",the cultural background of the increasing number of high-level talents,and the aging social background,A road of transformation and development close to the needs of society.So that close to the development needs of society.This dissertation takes the new public management theory as the perspective to study the transformation and development of continuing education in applied undergraduate universities in Shanghai,using Y University as an example the dissertation believes that firstly in the past 40 years of reform and opening up in china,continuing education in my country,especially in applied undergraduate universities in Shanghai,has been gradually improved in the process of responding to the needs of economic and social development and the learning requirement of the people.S econdly the content of talent training has changed from only localization to local and international hybrids.Then the level of talent training has changed from compensation to promotion.After that,educational products have gradually begun to meet market demand.Finally the Internet+education platform has begun to take shape,but the proportion of continuing education faculty and staff who re-employed after retirement is is increasing.However,as demonstrated by the School of Continuing Education of Y University,Shanghai applied undergraduate colleges and universities generally have the following shortcomings in the transformation and development of continuing education.Including slow response to changes in Shaghai's economic and soci al needs and citizens' needs,and the lack of practical teaching in the training of "applied"professionals lead to lower quality.The response to sudden risks such as the epidemie is insufficient,the young faculty members lack work motivation and grow slowly,and the efficiency of high-quality resources inside and outside the school is insufficient.The main reasons for the above problems are:the insufficient management system affects the efficiency of decision-making:the inefficient use of practical teaching resources for the "applied" majors of continuing education,and the lack of human and material resources for the const ruction of the "Internet+" online teaching platform leads to quuality not high,the personnel management system is not sound enough,and the school's thinking is not market-ori ented.Based on above,in order to get better transform and develop the continuing education of Shanghai applied undergraduate colleges and universities,this paper proposes the following countermeasures through the use of new public management theory:First,the introduction of corporate management models to "improve quality and efficiency" for continuing education:establish Modern colleges and universities continuing education running and management mechanism,with the "project department" as the management mode of the college's affiliated institutions:second,improve the college personnel reform system:improve the performance salary management and incentive mechanism,and the post contract system replaces the traditional establishment guarantee of colleges and universities System;Third,the student(customer)-oriented transformation of "Internet+":improve the teaching quality of online teachers,appropriately increase the proportion of online teaching,pay attention to student learning effects and feedback,and establish a complete online education and learning Ecological mechanism:fourth,to improve the quality of"pplied" contimuing education talent training:serve the social needs of Shanghai's"five centers" and other regions,improve service efficiency,focus on the advantages of "applied" discipline resources,and build an "applied technology industrial park""Improve the utilization efficiency of applied technology capital;fifth,seize the advantages of Shanghai's local resources:activate social forces,rely on policy support,introduce corporate practices to make up for the shortage of continuing education teachers,and strengthen exchanges and cooperation with applied undergraduate universities at home and abroad.
