Innovation Ecosystem in Hi-tech Enterprises is based on the demand ofcustomers, regarding technique standardization strategy as the link, as its core, itincludes cooperative R&D, intellectual property license and the technical standardcooperation. Innovation Ecosystem in Hi-tech Enterprises is an innovation systemformed by hi-tech enterprises in the scale of global and based on the knowledgealienation, coexistent and common evolution of the modules, and with operationcharacteristics as follow: modular technology innovation, technical resourcescomplementary, technology standardization, ecological relationship and memberdistribution with levels. The tech-complex and innovation requirements force thecooperation of hi-tech enterprises to be virtualization based on the network. Thetraditional high-tech innovation enterprises once regarding production and marketingas center are gradually transformed into all-round cooperation from R&D to technicalstandards. As an important organization form—Innovation Ecosystem in hi-techenterprises with functions of resource sharing, risk reduction of technical innovation,promoting the formation of technology standards, and improving the competitivenessof enterprises, in order to achieve multi-win-win-situation. However in real economicactivities, it is very low that the success rate of cooperative innovation in the form ofinnovation ecosystem in high-tech enterprises. The failure rate of R&D reaches up to40%~70%. The prior reason is unwise cooperative partner selection. Therefore, it hasgreat theoretical and realistic significance in researching the mechanism of partnerselection in innovation ecosystem of hi-tech enterprises.This paper brings in theories of resource dependence, Value Chain, businessniche and modularity theory etc, analysing the formation mechanism, operationcharacteristics, operation structure of innovation ecosystem, and doing relevantliterature review. Based on these, this paper has adeep research on partner selectionmechanism of innovation ecosystem: analysing its principles and causes, includingfour cardinal principles--the resources complementary advantages, cooperation ofbenefit maximization, cooperative relations coupling and cooperation riskminimization; according to life circle characteristics of innovation ecosystem,analysing the basic type of partner, dividing into platform enterprises and supportingenterprises; combine operation characteristics of innovation ecosystem in hi-tech enterprises and relative research results, deeply analysing elements of partnerselection of innovation ecosystem, they are The key factors of partner selectionincludes technical R&D capabilities, abilities of technical standardization, user basescale and market position, complementary technical resources, compatibility betweenpartners, reputation and trust. Based on the aforementioned, the paper proposed aevaluation index system of partner selection in innovation ecosystem, including6first-level index and19second-level index. In the end, this paper designs thefundamental framework of partner evaluation of innovation ecosystem, dividingpartner evaluation process into two stages, respectively introducing a hierarchicalcluster model, partner selection and enterprises performance model, and thenoptimizing partner evaluation system of innovation ecosystem, presenting specifichandling procedure and process for index and data.To attach realistic significance to this research, this paper uses TD-SCDMAindustry alliance to do empirical research on aforementioned partner evaluation indexsystem, partner selection process and model of innovation ecosystem in hi-techenterprises to test the feasibility and scientific characteristics of partner selectioncontrol system of innovation ecosystem in hi-tech enterprises. Via multiply methodsto collect data, doing initial analysis on data, combining optimized evaluation indexsystem, and using EXCEL?SPSS13.0etc to do cluster analysis and correlationanalysis. Empirical analysis implicates that partner selection control system ofinnovation ecosystem in hi-tech enterprises owns good maneuverability andinstructional significance.
