The postal industry is an important social utility and basic service industry.It plays an important role in serving the people's livelihood,promoting production and ensuring citizen's right of communication.From the old post to the modern new post,great changes have occurred in the post industry.From the division of post and Telecommunications,to the independent accounting of savings bank and the post express,and then to the separation between government and enterprises,the postal enterprises achieve the operation of the marketability,independent management and self financing.In the last years,with the continuous and rapid development of the postal enterprises,the reform of the mechanism system of the post has been deepened.At the same time,the postal service is still responsible for the functions of universal service.On the one hand,the traditional business is still under a large loss,the main profit comes from the postal savings and other business.On the other hand,by virtue of their own advantages,the three plates achieve common development.In addition,the postal enterprises have obtained insurance,securities and other licenses.Diversified development of business pattern gradually formes.As the lifeblood of the survival and development of the postal enterprises,the development of the financial services is particularly important.So it not only has a strong theoretical value,but also has outstanding practical significance to find a development way under the diversified business model.The author has been engaged in postal savings,directly in charge of the District postal finance agency business department.Therefore,it is possible to put forward the strategic direction under the condition of the postal diversified business model from a more professional perspective on the basis of data collection,investigation and system analysis.Accordingly,This study can promote the development of the District postal enterprises business.The thesis first describes the situation of the China Post diversification,make an overview of the basic situation of Shandong Post and the Gaoqing County post.Then takes Gaoqing post as an example to analyze development status of the finance agency business,and uses the tools to analyze the internal and external environment.Based on strategic tools and aims,this study proposes the implementation measures of the financial agency development strategy.Besides,this paper carry out the detailed study,analysis and elaboration on the content and practice of the strategy,and puts forward the measures to ensure the implementation of the strategy.Based on the actual situation of local government and the basic theory,this article not only proposes the development strategy,but also gives full consideration to the feasibility of the implementation,tries to unify the professional theory and strategy implementation.
