Housing provident fund system has been established in China for 20 years.In its development process,the housing provident fund system brought positive impact on deepening the reform of housing system and improving the residents' paying capacity for house.However,it faces various risks especially in the coordination between safe management and value appreciation aspects.In recent years,the situation of frequent occurrence of cases involving housing provident fund,low fund utilization ratio and redundant deposit capital,and bad investment results has greatly hindered the house ensuring effect of housing provident fund.In 1999,the Regulations on Management of Housing Provident Fund was issued by the State Council which defined the management principles that "the housing committee makes decisions,the managing center of housing provident fund operates,the bank deposits in special account and the finance supervises",highlighting safe operation of capital as the foundation of development of housing provident found and the focus of its management.Despite that,how to ensure safe operation of the fund and strengthen risk control while improving return rate of investment and value appreciation and protecting the interests of fund payers remains a major subject that the housing provident fund department needs to figure out.This thesis has altogether six chapters.The first chapter is a brief introduction to the background and significance of the study,including the status quo home and abroad and the major contents and clue of this study.Chapter two is a general introduction to housing provident fund,in which the concept,characteristics,and major contents of housing provident fund system are covered.In chapter 3,the author analyzes the situation and problems existed in the management center of housing provident fund,with especial introduction of the general condition and problems of the fund management in Inner Mongolia Power Group Co.,Ltd.as an example.Chapter 4 is about analysis of risk in housing provident fund management,including management risk and operation risk with corresponding strategies.In chapter 5 which is mainly about how to prevent loss of value and ensure appreciation,the author first analyze three investment approaches for housing provident fund to increase value,then makes projection on the scale of individual loan using housing provident fund through the established ARMA model,and concludes the reasonable investment ratio through different investment portfolios established according to the Duration Principle.Chapter 6 is the conclusion of this thesis.The author sums up the general contents and the difficult points and limitations,while pointing out subjects for future study.
